Job Summary
Emergency Preparedness Population Health Program Supervisors in the Merit System are responsible for directing, planning, coordinating and managing financial, personnel, and operational activities of programs and/or clinics involving public health services, education and outreach activities. Employees in this job class are responsible for monitoring agency programs and services, writing program reports, and presenting program results to staff. Emergency Preparedness Population Health Program Supervisors are responsible for reviewing and maintaining pertinent policies and procedures, identifying any changes that might impact the work done in their area, and ensuring that healthcare staff maintain continuing education unit (CEU) hours.
Oversees the daily operation of the agency by planning and organizing daily activities including emergency operations, disaster recovery, staffing, and monitoring of the county warning systems in order to maintain the safety and effective response within the county. Work is performed under the administrative direction of the Director or Assistant Director of the Department who reviews work for program efficiency and effectiveness.

Minimum Qualifications- Bachelor’s degree from an accredited college or university.
- Experience managing federal or state grants or settlement funds in a hospital or university setting, including creating, maintaining, and reporting on grant funding.
- Experience in public speaking, including presenting information, data, strategic plans, and/or research findings to diverse audiences.
- Experience leading a team of professional peers and/or support staff including providing training and feedback on job-related tasks.
- Experience in population health, public health, or community health programs, including program development and implementation, grant or budget management, data evaluation and reporting, and stakeholder or community engagement.
- Experience managing a professional team, including performance appraisals, hiring, and disciplinary actions.
- Experience in emergency management or a related field.
Job Duties
- Monitors agency programs and services by comparing program results with state and national trends, organizing and examining program results data, tracking program activities via an electronic database, writing program summary reports, and presenting program results to staff to ensure programs are impacting targeted populations.
- Maintains the standards of agency policies and procedures by reviewing policies and procedures with staff, identifying any changes or additions that need to be made, drafting new policies, ensuring policies and procedures are appropriate, and communicating new policies and procedures with staff.
- Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
- Manages grants by determining amounts available, reviewing laws regulating grants and grant commitments, researching grant availability, writing grants, preparing grant application, collaborating with community partners, and negotiating commitments to avail and ensure optimum usage of grant funds.
- Procures and/or manages inventory (i.e., supplies and equipment) to ensure the products and services are available to meet the operational needs of each department.
- Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
