Overview
The Assistant Hospital Housekeeping Officer is responsible for the hospital housekeeping program, sharing responsibility and accountability for planning, directing, and monitoring all aspects of the program. They may serve as Acting Chief - Environmental and contribute to facility resolutions concerning Sanitation, Textile Care, and Pest Management. The position reports to the Chief - Environmental Management.
QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement (02/02/2026). Time-In-Grade requirements apply to current Federal employees as described below. For a GS-11 position, you must have served 52 weeks at the GS-09 level in the Federal service. An SF-50 showing time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 does not clearly demonstrate one year of time-in-grade, provide an additional SF-50.

Individual Occupational Requirement
:
The 0673 series requires specific education or experience. You must meet the pre-determined Education or Experience requirements below as set by the Office of Personnel Management (OPM). You must have experience in two or more of the following areas (or other work related to Medical Center Housekeeping):
- Knowledge of basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and antimicrobial use in disinfection, sanitization, and/or sterilization of surfaces and equipment.
- Laundry and linen management.
- Interior design management.
- Knowledge of waste management, including hazardous, toxic, and infectious wastes and their final disposition.
- Knowledge of pest management, including alternative control methods and chemical application.

Education:
Major study in Chemistry or Biological sciences, Sanitary science or administration, hospital or public administration, business or related fields. OR Graduate
Education:
Major study in Public Health or Business Administration with emphasis in hospital administration. If education is used to qualify, submit transcripts as required.
In addition to the Individual Occupational Requirement, you must have the following specialized experience: one year of specialized experience equivalent to at least the next lower grade (GS-09). Examples include: knowledge of Environmental Management Services responsibilities and regulations, medical center policies, budgeting, staffing and work-process analysis, bacteriology and infection control, environmental sanitation technology, laundry and linen procedures, pest control, cleaning processes, interior design, and using computer software.
You will be rated on Administration and Management, and Communication competencies. Credit is given for all qualifying experience, including volunteer work.
- Determine equipment needs by analyzing each section to determine the type and amount of materials and equipment required to complete tasks efficiently.
- Develop short- and long-range goals for EMS in areas such as space utilization, budget processes, and planning activities.
- Conduct comprehensive quality control inspections of areas of responsibility and correct deficiencies promptly.
- Supervise on-the-job training of employees and assist in formal education of employees in EMS.
- Conduct performance appraisals of EMS supervisors, approve sick leave and annual leave, and handle disciplinary actions.
- Coordinate schedules to ensure adequate coverage for all tours.

Physical requirements:
The work is mostly sedentary, with occasional physical activity to train subordinates and supervise all areas of the Birmingham VA Healthcare System (BVAHCS). The ability to work occasional weekends and after-hours is required, as EMS operates 24/7/365. Some travel may be required. See OPM qualification standards for additional details.
