QUALIFICATIONS:
* Possession of valid Montana Credential in Special Education and Masters degree in Administration or Supervisory Endorsement authorizing service to students with special needs.
* Valid Montana Driver's License and Certification of Insurance.
* Minimum of five years of successful teaching in specialized service, at least three years of which are in public school to students with special needs.
* Extensive knowledge of laws and regulations governing special education.
* Knowledge and experience with several age groups of students having a variety of disabling conditions.
* Demonstrated excellence in oral and written communication.
* Ability to work independently, be self-regulated, and self-disciplined while following general direction in an effective manner.
* Significant skill and experience with technology including but not limited to voice mail, computers, Email, PDA and FAX. Software skills to include word processing excel files.
* Staff development experience including planning and presentation roles.
* Well-developed interpersonal communication skills.
JOB GOAL: Serve as the responsible line and staff administrator for programs in Special Education.
PERFORMANCE RESPONSIBILITIES:
Incumbent may perform any combination of the essential functions below. This position description is not intended to be an exhaustive list of all duties, knowledge, or abilities, associated with this classification but is intended to accurately reflect the principle job elements.
* Monitors and coordinates the referral, assessment and identification of pupils with special needs.
* Assist assigned administrators provide direction and supervision for the assigned special education programs, the staff assigned to those programs, and share evaluation responsibilities.
* Participates as a team member or as a facilitator at ER/IEP meetings.
* Supports parent and student participation in special education procedures and other related opportunities.
* Monitors progress and evaluates placement of pupils in public and nonpublic school settings.
* Provides special education administrators with recommendations for the assignment of pupils to appropriate special education programs, including administrative placements.
* Observes, assists, and consults with resource specialists, Related Service instructors, special education teachers, general education teachers and administrators, as requested.
* Consults with other professionals, community groups, parents and agencies regarding special education laws, procedures, policies, programs and placements.
* Provides in-service training for LEA staff, parents and community groups
* Serves on District committees and job related meetings, activities and projects, as specified by the Executive Director.
* Assists the Director in monitoring Local Plan implementation, legal compliance and data collection.
* Strategizes solutions and provides input to Alternative Dispute Resolution on difficult issues.
* Assists LEAs in Due Process mediation and administrative hearings.
* Assists LEAs with the placement and monitoring of students living in licensed children's institutions and foster homes.
* Provides short-term consultation for specified students in the placement process.
* Links special education programs with career/transition programs and appropriate agencies.
* Assist in the planning and equipping of special education classrooms.
* Maintains current knowledge base of legal, policy and best practice issues.
* Represents State, and LEA requirements and policies in a positive, professional manner.
* Assists building level administration with evaluation of Related Service Providers, SPED teachers and paraprofessionals.
* Performs other activities as required or assigned by the District or Director.
* Other duties as assigned.
