Under the direction of the Associate Commissioner for the State Hospital System, the State Hospital (SH) Superintendent performs highly advanced and complex duties for the effective oversight and administration of all program and services at the SH, which provides 24‑hour inpatient psychiatric care.
The SH provides comprehensive psychiatric and behavioral health treatment that is recovery‑oriented and evidence‑based. By directing the multi‑faceted and professional workforce, the SH Superintendent oversees the day‑to‑day operations of the SH, ensuring the effective integration of all program activities, as well as ensuring a safe environment for the patients and staff.
Key Responsibilities- Set the facility vision and strategic direction, oversee business functions, and manage a large and diverse workforce.
- Provide effective communication to and engagement with SH staff and patients, and with external stakeholders such as LARs/guardians, LMHAs, LBHAs, local and area elected officials, law enforcement/members of the judiciary, patient advocates, patient families, and the local citizenry.
- Oversee recruitment, retention, and effective deployment of the SH’s workforce.
- Lead the SH with integrity and transparency, establish goals and objectives, develop standards, and create guidelines for policies, procedures, rules, and regulations.
- Identify risks and areas for improvement, coordinate quality improvement plans, and ensure compliance with The Joint Commission, CMS, SORM, and other agency requirements.
- Serve on work groups/committees to enhance stakeholder partnerships and provide input to HHS executive leadership.
- Perform other duties as assigned, including disaster response, COOP, and alternate shift patterns.
- Attend work on a regular basis, following specific or rotating schedules, extended shifts, and overtime as needed.
- Manage the State Hospital, supervising all departments and ensuring compliance with laws, regulations, policies, and best practices.
- Develop and implement performance improvement plans, ensuring goals are met and that staff receive timely performance evaluations and training.
- Participate in the State Hospital System Governing Body, Division Office planning sessions, and specialty committees.
- Direct and oversee Environment of Care, Life Safety, and Risk Management programs.
- Ensure all areas are properly trained and competent; act as a content expert on administrative processes.
- Promote the hospital and communicate effectively with internal and external stakeholders.
- Coordinate Facility Support Services Performance Indicators (FSPI) audits, provide feedback, and implement improvements.
- Interpret and enforce The Joint Commission standards, CMS conditions of participation, SORM standards, and agency requirements.
