Job Objective
The Project Manager will be responsible for end-to-end planning, execution, monitoring, and successful delivery of large-scale IT and digital transformation initiatives. The role demands strong leadership capabilities, stakeholder coordination, governance oversight, and expertise in Agile, Hybrid, and Waterfall methodologies while ensuring adherence to quality, security, timelines, and budget commitments.

Key Responsibilities
1. Project Planning & Execution
Lead the complete project lifecycle from initiation to closure.
Define project scope, objectives, deliverables, milestones, KPIs, and success metrics.
Develop detailed project plans including schedules, budgets, resource allocation, and risk management frameworks.
Ensure on-time, within-scope, and within-budget delivery of multiple concurrent projects.
Act as the Single Point of Contact (SPOC) for government departments, vendors, system integrators, and internal stakeholders.
Conduct project review meetings, steering committee discussions, and executive-level reporting.
Monitor project health, risks, dependencies, and milestones using modern dashboards and tracking tools.
2. Governance, Compliance & Quality Assurance
Ensure compliance with Government IT policies, standards, and audit requirements.
Adhere to CMMI Level 3 (or above) processes and quality frameworks.
Oversee statutory IT audits, security audits, VAPT assessments, and compliance evaluations.
Ensure adherence to DPDP Act, 2023 (Digital Personal Data Protection Act) and cybersecurity best practices.
3. Technical & Infrastructure Coordination
Coordinate cross-functional teams including Development, QA, Dev Ops, Infrastructure, Data Centre, Cybersecurity, and Operations.
Work closely with Data Centre teams for hosting, uptime, disaster recovery (DR), backup, capacity planning, and infrastructure readiness.
Oversee cloud deployments, ERP implementations, web/mobile applications, API integrations, and third-party system interoperability.
Promote Dev Ops culture, CI/CD pipelines, automation, and continuous process improvements.
4. Vendor & Stakeholder Management
Manage third-party vendors, consultants, and system integrators.
Govern contracts, SLAs, and performance monitoring.
Prepare and review project estimations, DPRs, SRS, FRS, RFP documents, techno-commercial proposals, and bid evaluations.
5. AI & Digital Enablement
Leverage AI-enabled project management tools for tracking, forecasting, risk prediction, and automated reporting.
Encourage digital best practices and automation-driven project monitoring systems.
Required Technical & Domain Expertise
Strong understanding of SDLC models – Agile, Scrum, Hybrid, and Waterfall.
Knowledge of CMMI Level 3 or above quality standards.
Experience in managing large turnkey IT / ERP / e-Governance projects at State or National level.
Understanding of Data Centre infrastructure and hosting requirements.

Experience with Cloud technologies, API integrations, system interoperability.
Familiarity with cybersecurity frameworks, data privacy regulations, and IT governance.
Hands-on exposure to project estimations, SRS/FRS preparation, and techno-commercial documentation.
Knowledge of MIS systems and data visualization dashboards.

Educational Qualification
BE/B.Tech (IT / Computer Science / AIML)
OR
Post-Graduation in IT / Computer Science / Computer Applications / AIML
Experience Requirements
Minimum  7 years  of overall experience in software application development.
Minimum  4 years  of experience leading software development teams.
Proven experience managing large-scale IT, ERP, or e-Governance projects.
Desirable Qualifications
PMP or PRINCE2 certification (Valid & Active).
Experience working with Government, PSU, or Large Enterprise IT projects.
Demonstrated leadership in digital transformation initiatives.
