PT Community Development Grant Mgr - Planning DeptPosition: Community Development Grant Manager – Part Time (up to 19hrs/wk)

Salary Range: $33.88 to $38.07 per hour depending on qualifications

Work Hours: Up to 19 hours per week (average of 0.45 FTE/year). Hours will vary month to month depending on grant cycle.
Summary:
The Community Development Grant Manager manages the CDBG Program for the City of Beverly. Responsible for the organization, application, development, implementation, management, and assessment of the Community Development Block Grant funded activities administered by the department. Performs detailed or complex administrative and technical duties in support of a municipal Planning and Community Development department.
Duties of the Community Development Grant Manager:
- Independently performs multiple tasks following guidelines established by grant funding sources, state and federal laws and regulations and department and municipal procedures.
- Develops and provides daily administration of city's grant funded activities in a wide variety of areas relating to community and economic development, particularly CDBG program(s), including research and preparation of applications, planning and administering projects, maintaining records and reporting as required.
- Designs and seeks funding for grant-eligible projects and programs; manages projects and programs in accordance with state and federal law and regulations.
- Performs administrative duties, including but not limited to gathering, analyzing, and presenting statistics; conducting surveys related to grant applications and management; reviewing specifications for grant applications; preparing and maintaining files; scheduling and facilitating meetings; and preparing correspondence related to grant applications and management. Responsible for tracking grant expenses, payments, and reimbursements.
- Provides administrative support to the Beverly Affordable Housing Trust.
- Assists with the development and evaluation of economic and community development policy. Monitors the social/public services needs of the city and region. Builds relationships with social services agencies and regional housing and community development networks. Meets with community groups, local, State, and Federal officials as necessary to prepare and coordinate grant projects and advance the City of Beverly’s development.
- Manages the grant implementation process including solicitation of bids, preparation of Request for Proposal (RFP) or any other type of specifications for quote as may be required by any process, law, rule or regulation or grant process, including responsible follow through from start-up to close-out of each grant and/or project, with support from other relevant City departments (e.g. procurement, legal, accounting).
- Serves as Environmental Certifying Officer for HUD-funded projects.
- Responsible for periodic or intermittent progress reports for each grant or project to Grantors and to the Planning and Community Development Director as requested.
- Prepares all mandatory and supplemental or requested reports ensuring compliance with monitoring procedures as required by grant program guidelines, or as per schedule as established by the Director.
