Do you have experience building effective relationships to deliver high-quality financial operations supporting wider objectives? Have you played a role in managing or reducing financial risks, such as debt or fraud? If so, we'd love to hear from you! We are seeking a Financial Operations Lead to join the Maritime and Coast Guard Agency (MCA), an Executive Agency of the Department for Transport, delivering international obligations for search and rescue, environmental protection and responding to major maritime incidents.

The Finance function is a key enabler for the Agency to ensure we can deliver against this remit, managing an annual budget of c. £572m.

Responsibilities
  • Lead the delivery of financial transaction processes across the Agency, ensuring effective financial transaction processes, a robust financial control environment and value for money.
  • Support business units and finance colleagues to underpin informed decision making and problem solving.
  • Act as the debt management lead for the Agency, managing the debt position, advising on debt related decisions, leading on debt management reporting and ensuring compliance with the Government Functional Standard.
  • Provide effective leadership to the Financial Transactions team, fostering a high performing culture through continuous improvement and acting as a liaison between MCA and Shared Service provider.
  • Manage the delivery of Purchase 2 Pay (P2P), Order 2 Cash (O2C) and General Ledger (GL) functions and carry out effective monitoring of transactional processes.
  • Use data analytics to identify trends, risks and opportunities for improvement in debt management and implement robust governance and assurance mechanisms to monitor performance and compliance.
  • Continuously improve and transform financial systems, processes and data, in a way that meets stakeholder needs, including supporting the delivery of the 'Unity Shared Services' ERP replacement programme.
  • Liaise with external audit to ensure progression of the Annual Report and Accounts for Parliament and work closely with Financial Control colleagues.
Qualifications
  • Effective leadership skills, with the ability to motivate and develop the Financial Transactions teams, promoting consistent excellence in the team's output.
  • Effective communication skills to explain financial processes in a clear manner to agency stakeholders.
  • Analytical and problem-solving skills to work with others to understand the root causes of needs or problems to devise effective solutions and outcomes with clearly outlined associated risk.
