We are seeking an experienced and strategic Information Technology (IT) Manager to lead the full lifecycle of IT operations, development, and support for NASA's Research and Education Support Services (NRESS) contract. This role is responsible for overseeing a cross‑functional team that supports the systems, applications, infrastructure, cybersecurity, and data integrity critical to NASA's research solicitation and peer review programs. The ideal candidate is a seasoned IT leader with deep experience managing enterprise systems and aligning technology strategy with mission needs in a federal contracting environment.

• Provide strategic, tactical, and operational leadership for all IT services supporting the NRESS contract, including system availability, performance, and compliance.
• Oversee the development, maintenance, and modernization of custom software platforms, research databases, peer review tools, and internal business systems.
• Direct IT project teams responsible for system design, integration, documentation, testing, and deployment—particularly in support of NASA's solicitation and peer review lifecycle.
• Lead IT risk management activities, including threat mitigation, business continuity planning, and adherence to federal cybersecurity frameworks (e.g., NIST SP 800‑53, FISMA).
• Coordinate with internal stakeholders and NASA program staff to assess technology needs and ensure timely delivery of secure, reliable systems.
• Present proposed system designs and technical solutions for review and approval by NASA stakeholders.
• Oversee help desk, network operations, and cybersecurity activities to ensure responsiveness and quality user support.
• Monitor and report on system performance, project milestones, budgets, and risk to internal leadership and government stakeholders.
• Identify and resolve complex operational or system‑level issues across hardware, software, and security domains.
• Foster a culture of continuous improvement, knowledge sharing, and technology innovation within the IT team.

• Bachelor's degree in Information Systems, Computer Science, Engineering, or a related field.
• 15 years of total IT experience, including a minimum of 8 years in an IT management or leadership role.
• Demonstrated experience leading enterprise‑level software development and system integration projects.
• Proven success managing multi‑disciplinary teams and large‑scale, client‑facing IT initiatives.
• Strong background in system availability, reliability, security, and compliance within a federal environment.
• Ability to obtain a NASA Public Trust clearance.

• Master's degree in Information Systems, Computer Science, or related discipline (e.g., MIS, MBA with IT concentration).
• Experience supporting NASA or other federal science agency programs.
• Familiarity with research proposal systems (e.g., NSPIRES), peer review workflows, or government grant systems.
• Certifications such as PMP, CISSP, CISM, or ITIL are highly desirable.
