Technical Program ManagerServe as a hybrid technical and delivery leader responsible for designing end-to-end solutions while overseeing complex, cross-functional programs. Bridge business requirements, technical architecture, and execution, ensuring scalable, secure, and high-quality solutions are delivered on time and aligned to strategic objectives. Partner closely with stakeholders, engineering teams, and leadership to translate vision into actionable, measurable outcomes. Lead the design of end-to-end technical solutions aligned with business and program objectives.
Translate business and functional requirements into scalable, secure, and maintainable architectures. Define system integration patterns, data flows, and technical standards. Provide architectural guidance and oversight throughout the delivery lifecycle. Ensure solutions align with enterprise architecture, security, and compliance standards. Own program planning, execution, and governance across multiple work streams. Develop and manage integrated program plans, milestones, dependencies, risks, and budget s.
Lead cross-functional teams, including engineering, product, vendors, and business stakeholders. Establish and manage program governance, status reporting, and executive communications. Proactively identify and mitigate risks, issues, and delivery constraints. Serve as a trusted advisor to senior stakeholders and sponsors. Facilitate decision-making across business and technical teams. Communicate complex technical concepts clearly to non-technical audiences. Drive alignment across competing priorities and dependencies.
Have
- 8+ years of experience in technology delivery roles, including solution architecture or program management
- Experience designing and delivering complex, enterprise-scale solutions
- Experience in program management, managing multiple work streams and cross-functional teams
- Experience working with modern application architectures, including cloud, microservices, APIs, and data platforms
- Experience with Agile or hybrid delivery met hodologies
- Ability to translate business requirements into technical solutions
- Ability to operate at both high-level strategy and detailed technical depth
- Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
- Bachelor’s degree in a CS, Engineering, or Information Systems field
- Experience in regulated industries such as healthcare, life sciences, finance, or government
- Experience with architecture frameworks such as TOGAF, SAFe, or similar
- Experience managing vendor-led or multi-vendor programs
- Experience with finan cia l management, including budget ing, forecasting, and cost controls
- Experience with data, analytics, AI / ML, or digital transformation initiatives
- Possession of strong communication, leadership, and stakeholder management skills
- Master’s degree in CS or a related field
- Cloud Certifications such as AWS, Azure, or GCP Certification
- PMP, PgMP, or Agile Certifications such as CSM or SAFe Agilist Certification
