Data Management Specialist – TS/SCI CI Poly
Department: Government Customer - Bethesda
Location: Bethesda, MD
ACTIVE TS/SCI CLEARANCE WITH CI POLY REQUIRED TO BE CONSIDERED FOR THIS POSITION
TENICA is seeking an experienced and skilled Data Management Specialist to support the Chief AI Officer (CAIO) and Chief Data Officer (CDO) for a funded Intelligence Community (IC) program. The ideal candidate will have a strong foundation in data management, including practical and strategic expertise across the data lifecycle, data protection, and stakeholder coordination.
In this role, you will engage with technical and non-technical senior government data managers to develop, implement, and refine data management strategies while ensuring alignment with best practices in data protection, privacy, and civil liberties. Familiarity with AI concepts, including vectorization, and knowledge of zero trust principles and data architecture are highly desirable.
Primary Responsibilities Data Lifecycle Management- Provide expertise across the data lifecycle, including collection, storage, usage, sharing, and archival/disposal.
- Guide senior government stakeholders in developing and executing comprehensive data management plans aligned with mission goals and compliance requirements.
- Deliver practical and strategic guidance on data protection, addressing risks such as data spills, personal information security, and civil liberties.
- Ensure compliance with data protection policies, laws, and standards, promoting best practices to safeguard sensitive information and preserve privacy.
- Act as a critical liaison, bridging technical and non-technical perspectives between senior government data managers and technical teams.
- Facilitate communication and understanding of data management priorities, challenges, and solutions.
- Apply foundational understanding of AI to advise on data strategies that enable AI implementation.
- Contribute to discussions on advanced concepts such as vectorization in AI and other data-driven solutions.
- Support senior leadership by identifying gaps in data infrastructure, strategy, and implementation.
- Advise on zero trust architecture, data architecture, and cross-organizational data-sharing initiatives.
- Active TS/SCI with Polygraph
- Education and Experience Requirements:
- Associate Degree + 10 years relevant experience
- Bachelor’s Degree + 8 years relevant experience
- Master’s Degree + 6 years relevant experience
- PhD + 4 years relevant experience
- Solid background in data management with a practical and strategic understanding of the data lifecycle in government or enterprise environments.
- Understanding of vectorization in AI and its implications for data usage and analytics.
- Strong expertise in data protection, including mitigating data spills and safeguarding personal information.
- Experience coordinating with senior technical and non-technical stakeholders, including government data managers.
- Familiarity with AI concepts and their implications for data management and usage.
- Knowledge of zero trust architecture principles.
- Expertise in data architecture design, principles, and governance, with the ability to communicate strategy implications.
- Experience working with Intelligence Community (IC) stakeholders or other government agencies.
- Strong communication and interpersonal skills to convey complex technical concepts to diverse audiences.
