Overview

Zemi Tek, LLC is a Woman-Owned, SBA-certified 8(a) Small Disadvantaged Business (SDB) based in the Washington, DC metro area. Since 2007, Zemi Tek has provided technical assistance, project management, information technology (IT), knowledge management, monitoring and evaluation, training and learning development, and institutional support services.

LEAP Program Description Global Solutions Ventures (GSV) - a joint-venture between Zemi Tek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global). This initiative, originally used by USAID to address infectious diseases, transitioned to the U.S. Department of State (DOS) as of July 1, 2025. The project embeds technical expert advisors within government entities to provide long-term, sustainable support for host governments to manage infectious disease portfolios and improve coordination between the U.S. Government and host countries.

About The Position

The Senior Global Health Security (GHS) Advisor will primarily support the National Public Health Agency (NPHA) in delivering life-saving humanitarian assistance (LHA) aligned with U.S. Presidential EO directives and MOU implementation plans. The Advisor will emphasize technical support to prevent, detect, and respond to infectious disease threats with public health impact.

The Advisor will engage multi-sectoral Government Ministries, Departments and Agencies (e.g., Ministry of Health, Agriculture, Environment) to adopt and implement life-saving interventions focusing on preventing, detecting and responding to infectious disease threats (including zoonotic diseases). The Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support and facilitation of efforts across GHS projects and the Pandemic Fund where applicable.

The Advisor will be based at the NPHA within the MOH and will report to the onsite Manager/Supervisor, the Executive Director of the NPHA. Familiarity with USG programming and C/AOR experience is desirable. The Advisor will report to the U.S. Department of State on a weekly and monthly basis.

Key Responsibilities

  • Support multisectoral ministries in effective delivery of life-saving humanitarian assistance (LHA) through domestic and donor resources (e.g., Pandemic Fund, Global Fund where relevant such as COVID-19 response funds).
  • Assist relevant ministries with effective delivery of GHS services, including but not limited to:
  • community-based active surveillance
  • systems capacity for detecting priority diseases/threats
  • data systems for monitoring, analyzing, and reporting on threats
  • infection prevention and control (IPC), including commodities and WASH in healthcare facilities
  • case management, including Emergency Management including EOC and Point of Entry Screening
  • Risk Communication and Community Engagement
  • Emergency outbreak response
  • Provide technical support and actively engage in field work to implement programmatic and response interventions at national and sub-national levels
  • Assist in monitoring the progress of GHS program implementation and provide recommendations for improvements in service delivery
  • Review and analyze performance reports submitted to the Pandemic Fund, Global Fund (GF), and other partners when relevant
  • Organize regular discussions among multisectoral stakeholders and partners to align technical approaches in the GHS portfolio
  • Identify performance gaps, potential barriers, and bottlenecks; facilitate consensus on targeted interventions to improve key indicators, including reduced incidence/mortality for epidemic/pandemic diseases and strengthening systems to prevent, detect, and respond to threats
  • Support implementation and expansion of best practices in GHS and outbreak response nationwide
  • Assist in routine review of service delivery processes and outcomes; promote dissemination of best practices and effective models
  • Promote prioritized interventions in community-based surveillance, IPC adoption, data systems, EOC, and Risk Communication
