LEAP Program DescriptionGlobal Solutions Ventures (GSV) – a joint-venture partnership between Zemi Tek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS).
This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
Aboutthe Position
The Global Health Security (GHS) Advisor is a host-country national, recruited under local terms and embedded within the Public Health Institute of Malawi (PHIM) in Lilongwe, to provide hands-on technical assistance for disease surveillance and outbreak preparedness and response. The role supports implementation of the America First Global Health Strategy and the Memorandum of Understanding between the Governments of Malawi and the United States in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
The Advisor will identify programmatic gaps and bottlenecks; coordinate interventions to prevent, detect, and respond to infectious disease threats across human and animal health sectors; and support effective implementation of priority interventions. Working closely with PHIM and the Ministry of Agriculture’s Department of Animal Health and Livestock Development (DAHLD), the Advisor will facilitate coordinated U.S. Government–funded technical support, ensuring alignment with government priorities and avoiding duplication with other partners.
The Advisor will report to the PHIM Manager or a designated official.
ResponsibilitiesMajor Duties and Responsibilities (40%):
- MOU Technical Oversight and Coordination: The GHS Advisor will provide technical oversight and coordination to strengthen indicator- and event-based surveillance, PHEOC operations, and outbreak preparedness and response in line with the Memorandum of Understanding between the Governments of Malawi and United States, ensuring compliance with agreed data- and specimen-sharing and agreements’ protocols, reporting requirements, and coordination mechanisms between PHIM, the Ministry of Health, and Department of state’s Foreign Assistance Office.
- Capacity Transfer and Sustainability: The Advisor will advance structured capacity transfer to PHIM and Ministry of Health counterparts by jointly developing, implementing, and monitoring clear capacity-building milestones and transition plans, ensuring progressive transfer of technical, operational, and coordination functions for surveillance, Public Health Emergency Operations Centers (PHEOCs) functionality, and outbreak response to national systems in support of long-term sustainability.
