Position: Engineering Manager - Active TS Required

· Washington, DC Area – U.S. Department of State

· Active Top Secret Clearance Required

Position Overview

Prime Source Technologies is seeking an experienced Engineering Manager / First Class Engineer to lead engineering operations supporting a U.S. Department of State federal facility in the Washington, DC area.

This is a senior-level leadership role responsible for maintaining mission continuity, asset reliability, regulatory compliance, and operational excellence within a secure government environment.

The Engineering Manager serves as the highest-level stationary engineer on site and provides technical authority, operational oversight, and direct supervision of engineering staff while ensuring all mechanical and electrical systems operate safely, efficiently, and in full compliance with federal regulations and contract requirements.

Key Responsibilities Engineering Operations & System Leadership
  • Direct operation, maintenance, troubleshooting, and repair of complex mechanical and electrical systems
  • Oversee central plant operations including chillers, boilers, cooling towers, pumps, and hydronic systems
  • Manage electrical distribution systems, UPS systems, emergency generators, and Automatic Transfer Switches
  • Provide technical oversight of Building Automation Systems (BAS)
  • Ensure performance of fire suppression and life safety systems
  • Maintain operational reliability of mission-critical infrastructure
Technical Authority & Supervision
  • Serve as the senior technical authority for facility engineering
  • Lead and supervise engineers, technicians, and maintenance personnel
  • Mentor junior engineers and support professional development
  • Review and approve maintenance plans, system modifications, and engineering documentation
  • Develop technical scopes of work for repairs, upgrades, and predictive replacements
  • Coordinate inspections, certifications, and system testing
Compliance & Risk Management
  • Ensure full compliance with OSHA, NFPA, ASHRAE, EPA, and federal facility standards
  • Direct inspection and testing programs required under contract
  • Conduct engineering risk assessments and reliability reviews

    Oversee preventive maintenance programs and ensure timely completion
  • Maintain accurate, audit-ready documentation within Maximo or similar CMMS platforms
  • Support Monthly Performance Reporting and contract compliance metrics
Emergency & Continuity Support
  • Respond to facility emergencies and provide engineering leadership during incidents
  • Troubleshoot system failures with minimal supervision
  • Coordinate corrective maintenance and ensure minimal operational disruption
  • Support continuity of operations planning
Required Qualifications
  • Active Top Secret Security Clearance (required prior to start date)
  • Bachelor’s Degree in Mechanical Engineering from an accredited university or college
  • Valid Stationary Engineer Grade 1 License
  • 7–10+ years of progressive experience in facilities engineering or central plant operations
  • Demonstrated experience in high-rise, mission-critical, or federal facility environments
  • Extensive experience operating complex mechanical and electromechanical systems

    Strong knowledge of federal safety codes and engineering standards
  • Experience with Maximo or comparable CMMS systems
  • Proven ability to lead engineering teams and make sound technical decisions
Preferred Qualifications
  • Experience supporting U.S. Government or Department of State facilities
  • Professional Engineer (PE) License
  • Reliability Centered Maintenance (RCM) experience
  • Demonstrated leadership in regulated environments
  • Strong problem-solving, organizational, and communication skills
Work Environment & Conditions

This role is performed within a secure federal government facility and requires strict adherence to security, safety, and compliance protocols.

Physical requirements may include:

  • Climbing ladders and accessing mechanical rooms
  • Lifting and carrying equipment
  • Working in confined spaces
  • Responding to after-hours emergencies as required
Compensation

Salary Range: $ – $ Annually
, depending on experience, federal facility background, certifications, and licensure.

Compensation reflects the leadership responsibility, Top Secret clearance requirement, and mission-critical operational scope of this role.

Security Requirement

Active Top Secret clearance is required. Candidates without a current TS clearance will not be considered.
