Overview
Vice President, Business Development – Manhattan Strategy Group (MSG), a rapidly growing management consulting firm, is seeking a Vice President, Business Development to lead Capture and Proposal Management. The VP of Business Development leads enterprise growth through ownership of strategy, pipeline, capture, and proposal management. This role is accountable for converting pipeline into wins by aligning customer needs, capture strategy, proposal execution, and organizational capability while ensuring disciplined processes, financial stewardship, and scalable growth.
MSG provides consulting services across the federal government in the areas of training and technical assistance, research and evaluation, marketing and communications, program management, and information technology. Our federal clients include the U.S. Departments of Education, Health and Human Services, Agriculture, Labor, Justice, Homeland Security, and the National Science Foundation. This position is onsite at our Bethesda, Maryland office.
- Own and execute the enterprise growth strategy, including market selection, service line expansion, and prioritization of capture investments.
- Lead staff on capture capabilities, proposal processes, and proposal development.
- Establish enterprise growth KPIs, including pipeline health, capture maturity, proposal efficiency, and win rates.
- Develop a strong understanding of both customer requirements and the company's services, helping to ensure proper alignment.
- Oversee opportunity identification, competitive intelligence, and gap analysis — providing beneficial information and direct involvement in teaming strategies, teaming agreements, and proposal responses.
- Cultivate relations with federal government customers, contracting officers, and other personnel as well as foster relationships with potential partners and strategic/contingent hires.
- Maintain and augment pipeline management systems to include capture data and bid related information.
- Lead and manage proposal volume (50+ proposals per year).
- Establish system for bid research for pop-up and long-range bids.
- Approve capture plans, price-to-win strategies, and proposal strategies for priority bids.
- Ensure organizational compliance with proposal processes, RFP requirements, and partner expectations across all bids.
- Oversee technical proposal quality and message consistency; ensure appropriate staffing and review rigor.
- Coordinate with pricing and contract department of partner/consulting agreements and proposal budget development.
- Bachelor’s degree required, Master’s or advanced degree preferred.
- At least 15 years of experience working within the Federal contracting sector, with a minimum of 10 years of business development experience.
- Experience marketing and/or direct working knowledge in at least one of the following services lines to the federal government is required:
International, Technology and Digital Services, Training & Technical Assistance, Research and Evaluation, and/or Program Management. - Employment will be contingent on the outcome of a background investigation and reference check.
