Departmental Overview
Since 1981, the Puente Project has led the state in providing equitable instruction, academic counseling, and mentoring to support students marginalized by the educational system. Its mission is to increase the number of students who enroll in four‑year colleges and universities, earn college degrees, and return to the community as mentors and leaders to future generations.
The Puente Project is an inter‑segmental program co‑sponsored by the University of California and the California Community College Chancellor’s Office. The Program is headquartered at UC Berkeley and housed within the Center for Educational Partnerships (CEP).
Position SummaryThis position exists to research, analyze, and advise on educational policies and strategies that impact California Community College students and their integration with the University of California (UC) and California State University (CSU) systems. The Program & Project Analyst (PPA) advances department goals, particularly in support of increasing the transfer rate of Puente Community College students. The role also manages and implements multiple projects, including events and programs such as the Transfer Motivational Conferences, Math & Science Summer Academy, and Yield Events.
The PPA ensures project goals are met, and resources are managed effectively. Finally, the position involves significant administration and relationship building with internal and external partners, such as the California Community College Chancellor’s Office (CCCCO) and UC partners, to facilitate program success and inform leadership’s decision‑making.

Responsibilities Research & Policy Analysis- Researches, analyzes, and advises on integrating campus and UC policies within the organization, especially as it relates to long‑term and short‑term planning, funding stewardship, and expected outcomes.
- Primarily deals with K‑14 education policies, programs, and proposals, which are complex and diverse in scope.
- Plans and implements projects based on funding source requirements, program needs, and system‑wide policies and procedures.
- Performs subject‑matter research, analyzes data and information, provides summary analyses, and recommends needed actions and issues for the Director.
- Conducts statewide and national demographic research on underserved students’ academic preparation and graduation.
- Identifies potential risks and recommends plans and controls during the year‑round administration of the Student Academic Preparation and Educational Partnerships programs (SAPEP).
- Makes high‑level contacts of a sensitive nature, negotiating with or persuading officials to adopt proposed solutions or recommendations.
- Leads and/or participates in policy and planning committees and working groups.
- Researches and summarizes best practices in the field.
- Prepares written reports of actions taken and decisions made for dissemination.
- Manages multiple projects, including logistics, budgets, contracts, evaluations, and registration processes for events such as Transfer Motivational Conferences (TMC), Puente Days, Math & Science (MaS) Summer Academy, and other community‑building events.
- Collaborates with Puente Community College trainers and supports the coordination of professional development webinars.
- Proposes, leads, and participates in policy and planning committees such as the Community in Power and Golden Bear Welcome working groups.
- Provides strategy development for organizational or research initiatives in regard to integrating campus and UC policies and advancing Puente student outcomes.
- Provides technical guidance and quality assessment regarding a quality assurance model to ensure equitable site support across the state.
- Works with the Community College team to update content and resources on Google Drive, training and event micro‑sites, curriculum, lesson plans, site lists, handouts, and decks.
