The City of Bend is accepting applications for one (1) regular, full-time Department HR Manager in the City’s Central Services Departments including the City Manager’s Office, Office of Performance Management, Information Technology, Risk and Emergency Management, Communications, Finance, and Legal. The City of Bend is implementing an innovative HR service model in which HR Managers are embedded within specific departments while remaining closely connected to Central HR. The Department HR Manager provides full-service HR functions to the assigned department including employee and labor relations, maintaining job descriptions, performance management, strategic planning, and recruitment.

This recruitment will fill the first-ever Department HR Manager for the City’s Central Services Departments including the City Manager’s Office, Office of Performance Management, Information Technology, Risk and Emergency Management, Communications, Finance, and Legal. This role supports the teams that support the City’s core services and collaborates closely with Central HR.

Responsibilities
  • Develops strong, trusting relationships with managers and employees within assigned departments.
  • Implements equity-focused practices throughout all assigned HR functions.
  • Develops recruitment plans and processes to ensure fair and equitable hiring practices.
  • Partners with department leaders to analyze departmental staffing needs and develop creative strategies to fill needs with existing or new resources.
  • Guides managers through expectation setting and performance improvement efforts.
  • Investigates complaints of policy violations, conduct, harassment, and discrimination.
  • Coordinates the employee disciplinary process including advising managers, working with labor associations, and providing information to employees.
  • Assists employees and managers with protected leaves and ADA accommodations.
  • Manages a variety of tasks related to new employee onboarding, HRIS entry, timekeeping, and record keeping.
  • Collaborates with Central HR related to training, development, labor relations, Citywide policy and processes, benefits, classification, compensation, and systems.
  • The ideal candidate is an experienced HR professional with strong collaboration, problem solving, and relationship skills who can work well with executive-level managers in a variety of programmatic areas. We are looking for an innovative thinker who recommends creative solutions to solve people problems, while understanding the organization-wide impact of department-level decisions. A solid grasp of local government norms and equity principles will help accelerate performance objectives.

    Minimum Qualifications
    • Education: Bachelor’s degree in Business or Public Administration, Human Resources, or other related field of study
    • Experience: 4 years of progressively responsible human resources and employee relations experience; and 1 year of managerial experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
