The Position
Beltrami County is creating an eligibility list for a full-time, benefited Collections Specialist to work in the Health & Human Services Finance Department. Performs skilled administrative support work collecting necessary data regarding financial claims of monies owed to the County, conducting interviews and information gathering, maintaining case records and reports, preparing financial records for presentation, and related work as apparent or assigned.

Work is performed under the limited supervision of the Finance Manager.
Preferred hiring salary range is $25.32 to $27.67 per hour with a full range of $25.32 to $32.07 per hour. Placement depends on factors such as qualifications, internal equity, market conditions, and applicable policy guidelines.
Minimum Qualifications

Education and Experience
Minimum requirements are:
  • Associate's degree in accounting, finance, business administration, paralegal or a related field.
OR
  • A substitution of education and work experience may qualify:
    Four years of related work experience may be substituted for an Associate's degree.
AND
  • Three years of experience in the collection of debts and fees.
  • Valid MN driver's license.

Essential Functions
  • Compiles information pertaining to the whereabouts, earnings and assets of persons owing money to the County; interviews persons owing money for purposes of negotiating settlements, stipulations, seeking money owed or recommending action to receive payment at a later date.
  • Prepares estate cases for closing; seeks reimbursements through statutory collections procedures.
  • Prepares and files legal documents to courts or other agencies as appropriate.
  • Determines fees for programs.
  • Coordinates communication with other government agencies or departments to obtain or share information on cases and procedures.
  • Accepts referrals from units within the County and keeps those units advised on the case progress.
  • Assists with ensuring bills are sent out to proper accounts; verifies accuracy of accounts and updates changing information.
  • Maintains files and records related to cases being processed; maintains proper balances on all systems when recoveries are made by recoupment records or personal payments.
  • Prepares reports for the Board.
  • Assists with recording financial receipts and accounting; prepares corresponding reports and records.
  • Attends hearings in court.
  • Updates County Burial Policy and processes burial applications per policy.
Knowledge, Skills and Abilities
Thorough knowledge of collections, accounting and business office operations; thorough knowledge of local, state and federal laws, statutes, regulations, ordinances and procedures governing the collection of revenues owed; some knowledge of governmental accounting procedures and fiscal management; thorough skill generating pertinent records, reports and data; thorough skill operating standard office equipment and related hardware and software; thorough skill operating standard accounting software;

ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to prioritize work; ability to communicate effectively both orally and in writing; ability to prepare detailed financial reports; ability to establish and maintain effective working relationships with the general public and associates.
