Summary
Whatcom County Health and Community Services, Response Systems Division, is hiring for the position of Behavioral Health Specialist working in the Alternative Response Team (ART) program. ART sends behavioral health specialists to respond to specific non‑violent behavioral health 911 calls, supporting individuals with mental or behavioral health challenges and allowing law enforcement to focus on other emergent calls.
EssentialJob Duties
- Cultivates contacts and establishes positive, collaborative working relationships with agencies throughout Whatcom County to assist individuals who have frequent contact with law enforcement, emergency medical services, hospitals, and social services.
- Collaborates with external service providers to bridge gaps in community services, better serving program participants and reducing barriers.
- Actively participates as a member of a multidisciplinary team to assess client needs and create wrap‑around support services, developing and implementing a Community Support Plan addressing self‑identified needs.
- Monitors and evaluates participant progress, making recommendations.
- Provides advocacy and support within the social service, medical, and criminal justice system, including court appearances and communication with legal professionals.
- Accompanies and transports participants to appointments as needed.
- Collects and maintains accurate data and case records in accordance with HIPAA and confidentiality regulations.
- Provides feedback for program development to meet evolving needs of vulnerable populations.
- Performs all job duties utilizing Harm Reduction and Trauma‑Informed Care principles.
- Serves as the primary liaison with law enforcement and community partners for referrals.
- Depending on assignment:
- Meet with case managers to identify hard‑to‑reach clients and devise locating plans.
- Conduct street outreach to engage referred individuals.
This is a part‑time position working 10‑hour shifts, Monday through Friday, based on staffing needs. The position may work up to 125 hours per month for up to four months, after which hours are limited to a maximum of 69 hours per month. Salary range: $31.54 per hour.
Qualifications- Bachelor’s degree in social work, social sciences, or other field directly related to human services.
- 3 years of professional experience working with vulnerable adults living with severe mental illness, homelessness, and/or substance use disorders.
- Knowledge of governmental and private sector human services programs and systems; principles of Harm Reduction and Trauma‑Informed Care; strength‑based, client‑drive, recovery‑focused treatment approaches.
- Support referred individuals in determining appropriate behavioral health services and establishing rapport with those experiencing symptoms of substance use or mental illness.
- Respond effectively to crisis situations and promote strength‑based, client‑drive, recovery‑focused treatment approaches.
- Work field‑based environments such as vehicle, home visits, encampments, street, and shelter access.
- A driving record that meets County standards and a valid driver's license at time of hire and throughout employment.
- Background check must meet County criteria, including disclosure of serious crimes and sex crimes per RCW 43.43.
- Must have current Washington State Suicide Prevention Training, or obtain within 90 days of employment.
- Must obtain a First Aid/CPR card within six months of employment and maintain throughout employment.
- Master’s degree in social work, social sciences, or related field.
- Certification as a Substance Use Disorder Professional (SUDP).
