Position: Public Works Division Head (Streets Division)

The City of Bellflower is currently conducting a recruitment for a Public Works Division Head in the Streets Division. Interested individuals are encouraged to apply immediately. Under general direction, plans, organizes, coordinates, schedules, assigns, and reviews the work of maintenance staff within the assigned division of the Public Works Department; supervises, plans, and coordinates the construction, modification, maintenance, and repair of City infrastructure, including streets, parks, landscaped areas, and facilities; administers, monitors, and provides technical input for assigned public works maintenance, operations, and related projects and programs;

provides responsible support to the Director of Public Works and Public Works Manager; performs a variety of technical tasks relative to the assigned functional area; and performs related work as required.

Supervision Received and Exercised

Receives general direction from the Public Works Manager. Exercises direct and general supervision over assigned maintenance staff.

Class Characteristics>

This is the full supervisory-level classification that manages the construction, maintenance, and repair of the City’s streets, parks, landscaped areas, and facilities. Responsibilities include performing diverse, specialized, and complex work, involving significant accountability and decision-making responsibility, planning, organizing, supervising, reviewing, and evaluating the work of public works staff either directly or through lead workers or inspectors. Incumbents oversee short- and long-term capital improvement planning, development and administration of assigned budget, and various special projects in their respective Public Works Divisions;

and are expected to independently perform the full range of public works maintenance duties as assigned. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. Have management responsibility for all public works maintenance programs, functions, and activities within their respective Public Works Divisions, as well as serving as a liaison with residents, the County, and other agencies regarding public works issues pertaining to their respective Public Works Divisions and ensuring compliance with state mandated requirements.

  • Plans, organizes, assigns, supervises, and reviews the work of assigned staff in the construction, maintenance, and repair of all City infrastructureincluding streets, sidewalks, curbs and gutters, traffic and street sign installation, repair, and reflectivity, pavement markings, drainage systems, parks, sports fields, playgrounds and equipment, pools, trails, irrigation systems, and/or facilities and buildings to ensure safe and efficient access for the public.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures.
  • Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
  • Trains staff in work and safety procedures and in the operation and use of equipment and tools; implements safety procedures and standards.
  • Monitors operations and activities of the assigned public works maintenance work crews; identifies opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
