IT Business Analyst, IT Consultant
Electronic Records Business Analyst will work within the centralized public records division of the City Clerk’s Office. Specifically, this position will be part of the records management team and will assist in the implementation of public records requirements in city technology solutions, including the city’s enterprise content management system and processes organization wide.

The Electronic Records Business Analyst will bring a technical expertise with a public records and business process-oriented mindset to conduct research, gather requirements, make recommendations, and support implementation of policies and procedures in alignment with information technology and public records policies and best practices.

- Provide records management subject matter expertise (SME) on technology-related projects and software implementations.
- Analyze public records policies and best practices and convert them to functional requirements for technical solutions.
- Collaborate and partner with Information Technology Department (ITD) staff to ensure alignment of public records policies and best practices with city and technology strategic direction, policies, and procedures.
- Review new technical solutions in coordination with ITD and recommend requirements, enhancements, or adjustments to meet city records policies and best practices.
- Support configuration, workflows, and ongoing maintenance of the city’s enterprise content management system, including conducting disposition reviews.
- Support development of standards, taxonomy, and information architecture for the city’s enterprise content management system, workflow tools and business intelligence.
- Conduct research, provide analysis and recommendations, and support configuration of the M365 collaboration suite as a public record SME, including Exchange, One Drive for Business, Microsoft Teams, SharePoint Online and Purview.
- Develop or lead training focused on the enterprise content management system or electronic records management issues.
- Participate as a project team member, as needed, on various organization-wide teams.
- Research effectiveness of policies in systems, perform audits, provide recommendations for improved future results and support clean-up efforts.
- No formal supervisory responsibilities
- Works under the general direction of the City Records and Information Manager
- Considerable knowledge of Washington State public records laws; RCW 42.56 and RCW 40.14
- Proficient knowledge in the M365 collaboration product suite, including SharePoint Online, Microsoft Teams and One Drive for Business
- Ability to define and document functional requirements and use cases
- Ability to map business processes and a records lifecycle
- Demonstrated ability to develop taxonomy, information architecture structures and/or logic-based rules creation
- Strong and proactive collaboration tendencies and high level of comfort soliciting input from all stakeholders in an organization
- Strong courtesy, tact and effectiveness when dealing in everyday working relationships
- Basic knowledge in LEAN process improvement techniques
- Exposure to variety of information technology disciplines including project management, release management, systems life cycle, application support, etc.
