Overview

Position Objective
The position of Payroll Analyst II is done for the purpose of performing the technical and administrative duties, ensuring efficiency and accuracy related to payroll functions.

Duties & Responsibilities

(These duties are a representative sample; position assignments may vary.)

  • Assist with system implementation of the payroll portion of a new enterprise resource planning (ERP) system. This includes, but not limited to, pay definition, system configuration, data conversion/clean-up, testing, workflow recommendations and parallel testing to transition to live status.
  • Runs payroll process consisting of numerous payroll calculations and global utility processes, file extractions and batch processes. Reviews, analyses and corrects any errors to ensure payroll information is correct before payroll process begins.
  • Imports and performs audit on all third-party timecard processes; including functions such as: auditing incoming data, making corrections, documenting changes, reverifying data and escalating issues when needed.
  • Reconciles and monitors all employees on leave. Works closely with Human Monitors contract balances to identify overpaid contracts in a timely matter and reduce amount needed to be recovered annually.
  • Resources to stop assignments for employees on leave when required. Analyses, distributes and reconciles shared leave program.
  • Monitors and reviews payroll systems and procedures; assists in maintenance and update of data; analyzes data for propriety and makes recommendations for system changes. Maintains calendars in the payroll system.
  • Oversees printing of payroll warrants. Performs electronic transfer of county warrant registers and creates memoranda to the county treasurer regarding monies transferred for direct deposit payroll and payroll taxes.
  • Monitors, researches, and corrects general ledger payroll transactions with journal entries.
  • Monitors bargaining unit changes to ensure payroll benefit, leave and contracts comply with new or revised contract language.
  • Processes and responds to wage garnishment orders, child support orders and all types of wage assignments and levies.
Reporting Relationships
  • Reports directly to and is supervised by the Director of Payroll and Benefits.
Education & Experience

(positions in this class typically require):

  • Associates degree in accounting, business administration or a related field
  • Three (3) years of payroll experience in a large, complex organization
Preferred
  • Experience in public sector, especially schools or school districts
  • Experience in using Tyler Munis product or other ERP experience transitioning from one ERP to another ERP
Allowable Substitutions
  • Work experience may be substituted for previous payroll experience
  • A Bachelor’s degree in accounting or related field may substitute for years of experience

Knowledge (Position Requirements At Entry)
  • Knowledge of computerized payroll processing.
  • Knowledge of general accounting practices and procedures.
  • Knowledge of tax laws affecting payroll and benefits programs.
  • Knowledge of office methods, procedures, and systems.
