The City of Bellevue Development Services Department is looking for a Building Technical Specialist with a focus in mechanical, electrical, and plumbing (MEP) to join our team. Development Services is a multi‑department line of business that offers one‑stop shopping for general information and the permits needed for development activity in Bellevue and the surrounding service areas. The scope of potential assignments is diverse and varied and ranges from providing public information on policies, codes, and processes to reviewing minor project plan submittals for compliance with local, state, and national codes for building, fire, mechanical, plumbing, accessibility, flood hazard, energy, and other related codes.

Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:

Primary Duties:
  • Acts as first line of technical plan review of construction drawings and related documents to assess the adequacy and completeness of technical aspects of the information for permit submittals.
  • Provide customer service at the permit center counter related to City codes and policies. Assists customers with permit‑related questions
  • Responds to public inquiries concerning MEP and Building code compliance issues.
  • Examines less‑complex plans and related documents for new construction or alterations to ensure compliance with construction codes, under guidance and supervision.
  • Reviews and approves review or inspection corrections for code requirements under guidance and supervision.
  • Verify that other departments have completed and documented reviews and approvals of submitted plans as required. Coordinates limited activities with plan reviewers, inspectors, planners, engineers, supervisors, and other agency staff.
  • Assist MEP and Building inspectors in solving a variety of problems encountered during construction phases.
  • Research problems and complaints regarding code compliance of commercial and residential buildings and systems.
  • Documents, organizes, and facilitates the creation of department policies and procedures under direct supervision.
Secondary Duties:
  • Performs less‑technical inspections or reinspections and assists with other inspection‑related activities as needed.
  • Assists with the preparation, organization, and maintenance of accurate records of inspection activities to support inspectors and combo inspectors
Knowledge, Skills, Abilities and Competencies
  • General knowledge of City of Bellevue Adopted Codes and general construction codes.
  • Basic knowledge of construction practices and MEP trades related to the enforcement of codes and permitting processes.
  • Basic understanding of typical mechanical, plumbing, and electrical systems for residential and commercial structures
  • Knowledge of building and construction materials, methods in the construction or repair of houses, buildings, or other structures.
  • Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the general public.
  • Read and understand plans and blueprints.
  • Effectively communicate technical and non‑technical information and ideas, orally and in writing.
  • Perform standard mathematical calculations necessary to read and interpret drawings of engineered systems.
  • Must be able to respond diplomatically when working with angry people and when resolving disputes.
Education, Experience, and Other Requirements Minimum Experience
  • High school diploma or GED equivalent
  • Three or more years of experience in the construction industry or related areas.
