The Air Force Civilian Service is currently seeking a full‑time Senior Operations Research Analyst – GS‑1515‑13 to work in the AMC/A9F, Scott Air Force Base, Belleville, IL. The primary purpose of this position is to serve as a senior operations analyst and technical authority who leads air mobility operational capabilities studies using analysis methods and techniques over a broad range of functional areas, primarily in aerial refueling and airlift performance capabilities.
The outcome of the effort is intended to optimize the current and future performance of the rapid global mobility mission to best meet the needs of supported combatant commanders.
- Salary Range: $109,137 – $141,800

- At a minimum, qualification requirements stipulated by the U.S. Office of Personnel Management for the 1515 occupational series must be met (a degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject‑matter courses requiring substantial competence in college‑level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus).
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Must be able to obtain and maintain a Top‑Secret clearance with access to Sensitive Compartmented Information (SCI).
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Using extensive knowledge of air mobility operations developed from a background of operational experience, the incumbent will initiate and perform air mobility optimization and simulation analyses and will develop plans for the evaluation of new air mobility concepts of operation.
- Serve as a subject matter expert responsible for AMC aerial refueling and airlift analysis to solve the most difficult air mobility operational problems.
- Organize and actively lead meetings, conferences, briefings, seminars, and strategic planning activities related to performance of air mobility platforms and solutions to difficult air mobility operations problems.
- Lead the development of resource analysis methodologies and techniques, and establish requirements for the development of models, simulations, and analytic tools.
- Participate in professional development activities and maintain technical proficiency. Mentor junior staff in professional and analytic skills, provide advice regarding members’ personal professional development efforts, and maintain technical proficiency through interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D), and scientific and technological (S&T) organizations.
- Expert knowledge of the Rapid Global Mobility mission area with particular emphasis on aerial refueling operations, capabilities, and technologies.
- Mastery‑level skill in a broad range of operations research techniques; skill in use of and ability to apply quantitative techniques and application of air mobility models with a focus on aerial refueling capabilities to solve problems or define and clarify alternative solutions for senior management.
- Expert skill in presenting/defending findings and recommendations with respect to military utility analysis, multi‑objective decision analysis, sensor performance modeling, and other analysis concepts.
- Ability to lead and organize study teams and to originate and promote new ideas, projects, and methodologies as well as execute projects and/or studies within established financial and/or time constraints. Ability to communicate effectively, both orally and in writing.
