Position: Business Coordinator (Finance and Systems)

Business Coordinator (Finance and Systems) About the role

There is currently one permanent, full-time post.

Responsible for all financial and systems matters across the department, to ensure that the business needs of the department are met in an efficient and cost effective manner and to work in partnership with the Business Coordinator (Human Resources and Administration) to this end.

Provide advice and guidance to the director and senior management in regard to all financial systems matters and to co‑ordinate all departmental financial matters in liaison with the Finance Department as required.

Contribute to the formulation of departmental financial and systems policies and to be responsible for the management and programming of work for the support staff assigned to the post.

Ensure all departmental financial budgets and transactions are managed and monitored in accordance with the Council’s Standing Orders, Financial Regulations and Accounting Manual.

Assist in keeping under review new developments in all fields relevant to the department’s responsibilities and to make recommendations to the Finance & Systems Manager concerning all changes to policy or procedures and training or other resource requirements necessary for the maintenance of departmental efficiency and effectiveness.

About the department

The Property and Projects Departmentoverseesthe council’s capital investment programmes, which include more than
200 live projects valued at over £200 million.

Key responsibilities include:

  • Project Management Unit– Operating the Portfolio Office, ensuring the effective delivery of capital projects.
  • Estates Management Unit– Managing council land, property assets, and investment portfolios, supporting urban regeneration.
  • Programme Delivery Unit – Leading the design, construction, and delivery of physical regeneration projects.
  • Property Maintenance Unit– Ensuring council buildings remain legally compliant, safe, and fit for purpose.

This department plays a pivotal role in shaping Belfast’s built environment, ensuring council assets are strategically developed and maintained to support the city’s growth.
