The Capital Projects Manager will be responsible for the strategic planning, coordination, and delivery of capital investment programmes across the Association’s existing housing stock. This includes managing multiple concurrent work streams, ensuring alignment with organisational objectives, regulatory standards, and tenant needs.
Responsibilities- Programme and project manage the delivery of cyclical planned maintenance works.
- Ensure long-term sustainability of housing assets through proactive investment.
- Lead targeted reinvestment projects for properties requiring upgrades beyond routine maintenance.
- Address legacy issues and improve tenant satisfaction.
- Secure Housing Association Grant.
- Deliver significant adaptation works in line with the Major Adaptations Policy.
- Integrate adaptations within the broader Capital Investment Workstream.
- Secure and manage Disability Adaptations Grant funding.
- Coordinate Woven’s Stock Condition Survey programme, including liaison with surveyors.
- Analyse survey data, identify trends, and inform future planned maintenance priorities.
- Contract management of the existing supplier and lead procurement of future suppliers.
- Scope and resource the development of a meaningful retrofit strategy.
- Environmental Projects - Provide subject matter expertise in the design and delivery of green infrastructure and sustainability initiatives.
- Governance and Compliance - Utilise programme and project management tools to monitor progress, manage risks, and ensure accountability.
- Prepare and present quarterly reports to the Housing Management Committee, including updates on performance, budget, risks, and strategic alignment.
- Ensure all projects comply with relevant legislation, health and safety standards, and internal governance frameworks.
- Manage budgets across Capital Investment work streams, ensuring cost control and value for money.
- Lead procurement processes and oversee contractor performance, ensuring delivery against agreed specifications and timelines.
- Proactively manage NEC contracts to ensure completion of project within contractual terms, ensuring all statutory approval are in place and all certification has been provided.
- Collaborate with internal departments including Development, Housing, Finance, and Response and Compliance.
- Manage staff performance, absence, and disciplinary matters in line with Association policies.
- Lead work planning, staff meetings, and departmental management forums.
- Maximise use of corporate systems to manage and report data to ensure data integrity and consistency across systems to support evidence-based decision-making.

- Level 5 qualification (HND or equivalent) in Maintenance / Development / Construction / Facilities /Asset Management related discipline or a minimum of 5 years relevant experience.
- Demonstrable experience of the successful management of a programme of projects with a minimum annual value of £1 million.
- Detailed understanding and commercial application of the NEC3 or NEC4 suite of contracts.
- Demonstrable experience of claiming Housing Association Grant and/or Disability Adaptation Grant.
- Hold a current full, (preferably) clean driving licence that allows driving in the UK, with use of a private vehicle for business use or, in the case of disability, be able to demonstrate how the mobility requirements of the position will be met.
- Experience of Housing Association Governance Requirements.
