Financial Manager
The Financial Accounting and Reporting Manager is a key senior finance role in the areas of statutory accounting, governance, banking and financial control across BSO and regional HSC clients. This position ensures a provision of high quality and effective services through a robust financial control framework that supports and enables continuous improvement and meets the changing needs of the BSO.The postholder will oversee the delivery of a comprehensive range of financial services including financial controls;
financial systems administration; financial performance; cash management and forecasting and clinical negligence reporting for the regional HSC. Responsibilities include management of the banking arrangements, representing BSO on the regional Corporate Assurance Group, ensuring monthly controls and soft close process for BSO and regional HSC clients, providing appropriate assurances throughout.
The role will require management of the BSO stock reconciliation process, conducting meetings and provision of advice and guidance on the complex and high value area of stock to Procurement and Logistics (PaLS) senior representatives and provide regional clinical negligence financial information and forecasting including robust rationale to the DoH.The postholder will lead on the provision of regular monitoring and analysis of Family Practitioner Services (FPS) expenditure and budgetary performance in line with BSO Service Level Agreement ensuring good governance, accuracy, management of risk and representing BSO within multi-disciplinary working groups.
The postholder will provide essential financial accounting and reporting advice across the organisation, ensuring compliance with International Financial Reporting Standards. They will work closely with the Assistant Director of Financial Services on the production of annual statutory financial statements and lead on the Whole of Government Accounts process including HSC-wide resolution and agreement of balances. They are a key contact for internal and external audit including negotiation and implementation of audit recommendations.
The postholder will provide leadership and management to a team of staff in the delivery of these essential services, working concurrently on a number of key areas to tight timescales whilst maintaining adequate audit trail and rationale for decisions made on financial matters impacting across BSO, liaising with the DoH and with equivalent senior finance colleagues HSC-wide.
- Planning and co-production of the BSO statutory accounts for public funds in accordance with the DoH guidance and timescales, including provision of technical accounting advice and implementing changes to ensure continued compliance.
- The postholder will be a key contact point for external audit and must ensure that appropriate records are kept and maintained to support audit and reporting requirements in accordance with best practice.
- Leading on the production of information required by Whole of Government Accounts complying with all Departmental requirements and deadlines.
- Qualified accountant (full member of ICAI(CAI), ICAEW, ACCA, CIMA, CIPFA or other approved body) with 2 years’ post qualification experience.
- A minimum of 3 years’ experience, in the last 5 years working in a managerial role within a major complex organisation in the areas of:
- Financial accounting, preparation of financial statements, reconciliation of control accounts, capital accounting.
- Or: management accounting, provision of support to budget holders, preparation of business cases.
- Successfully demonstrated achievement of quality outcomes through application of people management, leadership, governance and organisation skills for a minimum of 2 years.
- Demonstrable knowledge and experience of Health and Social Care structures, processes and procedures having worked within an HSC Finance environment.
