Position: Programme Manager - 46k - Energy / Infrastructure / Utilities

VANRATH are hiring a Programme Coordinator - Networks on behalf of a major, high-profile Utility organisation based in Belfast. This is a key appointment offered on a permanent basis.

Hybrid working (3 days office-based, on-site parking, complimentary lunches)

Remuneration

£41,000 - £46,000 + Excellent benefits package (Bonus, up to 20% pension, 36 + 3 days holiday etc)

Responsibilities

This position plays a pivotal role in the delivery of large-scale capital projects from initial concept through to construction. This includes involvement in optioneering, planning, risk and change control, and public consultation processes. Working in close partnership with the Networks team, the successful candidate will help oversee the full programme of transmission upgrades and customer connections through strong project governance, scheduling, cost management, and forward-thinking project delivery methods.

The role also provides vital support to the PMO in managing complex programmes, proactively identifying and mitigating risks at both programme and project levels. Duties will include developing and maintaining project plans and timelines, monitoring key milestones, and preparing regular performance reports for both internal and external stakeholders, liaising closely with NIE Networks within the Joint Programme Management Office.

Key Responsibilities
  • Collaborate with the PMO Lead and Project Managers to develop and maintain integrated programme schedules across multiple projects.
  • Support end-to-end project delivery, ensuring alignment with scope, time, and budget through effective planning, resource management, and monitoring.
  • Implement and maintain risk and change management frameworks, including workshops and design controls.
  • Develop and update detailed project schedules, ensuring clear visibility of progress and alignment with objectives.
  • Communicate programme updates, risks, and performance to stakeholders, including supporting consultation and engagement activities.
  • Coordinate monthly project reporting, including status updates, risk registers, and change logs.
  • Support governance standards and promote best practice and continuous improvement.
  • Drive innovation in project and information management processes, including adoption of new technologies.
  • Champion quality standards across all projects.
Essential
  • Third-level qualification in a relevant field.
  • At least three years' experience within a PMO or comparable setting.
  • Demonstrated programme management experience, including risk management, issue resolution, and stakeholder engagement.
  • Strong IT capability, including MS Project, SharePoint, Power BI, dashboards, and Office 365.
  • Excellent written and verbal communication skills, with the ability to clearly present complex portfolio information.
  • Proven ability to manage relationships with both internal and external stakeholders.
  • Capable of managing competing priorities with a flexible and professional approach.
  • Highly organised, self-motivated, and effective in coordinating within a team environment.
  • Full, clean driving licence with access to own vehicle.
Desirable
  • Relevant project management qualification or certification.
  • Experience with in the energy sector, linear infrastructure, or regulated utility environments.
  • Background in implementing innovative project management approaches and digital project solutions.
  • Track record of delivering major capital projects from concept through to construction.
  • Experience operating within collaborative, multi-stakeholder programme environments.
