Job DescriptionJob Summary
The intent of this job description is to provide a representative summary of the major duties and responsibilities of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
Responsible for all operations of the police department, subject to the supervision of the city manager, and also subject to such orders as the city manager may prescribe, not inconsistent with the ordinances of the city, and shall promulgate all orders, rules, and regulations for the government of the police department.
Essential Functions- Direct and coordinate the work of all the Divisions of the Police Department, the Animal Control Shelter, deal with personnel issues; disciplinary action; citizen complaints; manpower needs; division problems; requests for funding; and policy development and review.
- Organize daily work; perform routine review and approval of payroll, overtime, material and cash requisitions, and other paperwork; review and respond to correspondence and phone calls.
- Work with the city manager, mayor, and city council; attend monthly city council meetings and other community functions; act as liaison when coordinating with other police departments, the FBI, or other agencies; make speeches.
- Provide direction for the department in budget and financial control, policies and procedures, and human resources issues, long and short-range planning for the department.
- Submit annually a budget request for the next fiscal year, at a time specified by the city manager and furnish documentary evidence to substantiate budget request.
- Perform other miscellaneous duties; periodically ride with police officers; take firearms test; conduct management studies; should be prepared to assist an officer in any situation.

- Graduation from an accredited college or university with a Bachelor's degree in law enforcement, criminal justice, public administration or a closely related field is preferred or (5) five years of experience in police related work with equivalent supervisory experience preferred.
- TCOLE Advanced or above Peace Officer License preferred.
- Working knowledge of modern law enforcement principles, procedures, techniques, and equipment.
- Thorough knowledge of applicable laws, ordinances, and department rules and regulations.
- Be knowledgeable in Civil Service Local Government Code 143.
- Experience working with the public and media is preferred.
- Valid TX Driver’s License or available alternative means of transportation.
- Must pass a pre-employment drug screen and criminal background investigation.
- Ability to attain the Incident Command System (ICS) 100, 200, 300, 400, 700, and 800.
Reading: Laws and ordinances; legal opinions; technical reports; manuals; memos; office communication; law enforcement reports and journals; policies and procedures.
Writing: Policies; procedures; correspondence; management reports of progress on goals, personnel issues, etc. to the City Council.
Math: Budget development and review; review and analysis of financial statements and information; operation of calculator.
Reasoning: Constantly make decisions; analyze, synthesize, and act on a wide variety of sources and types of information daily.
Supervisory: Direct supervision of all division heads in the police department, plus functional supervision of the Administrative Division.
