job summary

under general supervision, the code enforcement officer performs a variety of technical duties in support of the city’s code enforcement program. This includes monitoring and enforcing ordinances related to zoning, land use, nuisance housing, health and safety, graffiti, blight, water waste, and other issues affecting the community. The position requires regular interaction with property owners, residents, businesses, and other city departments to ensure compliance and provide information on city regulations.

enforce city codes and ordinances related to zoning, land use, nuisance housing, health and safety, graffiti, blight, and water waste.

receive, investigate, and respond to complaints and reports of alleged code violations.

conduct field inspections of properties; issue notices of violation, corrective orders, and related documentation.

perform follow-up inspections, correspondence, and meetings to achieve compliance.

prepare reports, memos, and case files with accurate documentation, photographs, and diagrams.

provide evidence and testimony in court or hearings as required.

patrol assigned areas in a city vehicle to identify and evaluate violations.

secure vacant properties as needed; monitor for vandalism, graffiti, and transient activity.

respond to public inquiries; explain codes, ordinances, and enforcement procedures.

attend meetings and provide support to other city departments and outside agencies.

perform other related duties as assigned.

regular and consistent attendance.

ability to work independently and manage multiple priorities.

qualifications knowledge of:

public relations practices and conflict resolution.

record keeping and report writing.

modern office procedures, methods, and equipment (computers, scanners, cameras, copiers, etc.).

ability to:

respond to complaints in a fair, tactful, and firm manner.

read assessor maps, property profiles, and legal descriptions.

investigate complaints, mediate resolutions, and document findings.

maintain accurate logs, files, and records.

prepare clear and concise reports; testify effectively in court.

interpret and explain municipal codes and ordinances.

communicate clearly and professionally, both verbally and in writing.

establish and maintain effective working relationships.

obtain incident command system (ics) 100 and 700 certifications.

high school diploma or ged.

valid texas driver’s license.

pass pre-employment drug screen and criminal background check.

proficiency in oral and written communication with accurate spelling and data entry.

basic knowledge of microsoft office suite.

ability to prepare neat, accurate records and reports.

ability to operate standard office equipment.

texas department of licensing and regulation (tdlr) registration (or ability to obtain).

physical requirements

standing/walking: frequently – indoors and outdoors in field and office settings.

sitting: frequently – office work.

lifting/carrying: occasionally – up to 25 lbs. (files, boxes, equipment).

reaching/bending: occasionally – retrieving materials from cabinets/shelves.

vision/hearing/talking: constantly – inspections, computer use, vehicle operation, communication.

endurance/stamina: frequently – 8–12 hour workdays in high-demand environments with deadlines.
