I. JOB SUMMARY

Performs advanced work as a representative and advocate of inmates in a correctional facility. Work involves coordinating counsel-substitute program activities and supervising the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

II. ESSENTIAL FUNCTIONS
  • Coordinates counsel substitute program activities to include case management and staffing assignments at an agency facility or unit; coordinates with agency, facility, and unit supervisory staff regarding implementation of policies and procedures; participates in assigning representation for unusual and sensitive inmate disciplinary cases; coordinates maintenance of records for program activities; and prepares related reports.
  • Oversees interviews of inmates charged with violations of agency, facility, and unit rules and regulations; explains charges to inmates and agency and contract facility employees; oversees investigation of allegations; and reviews written statements and all documentary evidence.
  • Analyzes inmates’ positions, develops strategies of defense, and advises inmates of alternative plans of action; attends disciplinary hearings; negotiates the mitigation of punishments; and advises and assists inmates with disciplinary appellate procedures.
  • Trains and supervises the work of others.
  • Assists in maintaining security of inmates.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
  • III. MINIMUM QUALIFICATIONS

    A. Education, Experience, and Training

  • Graduation from an accredited senior high school or equivalent or GED.
  • Six months full-time, wage-earning experience as a Counsel Substitute II or one year full-time, wage-earning inmate discipline experience or three years full-time, wage-earning criminal justice experience. Thirty semester hours from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) may be substituted for each year of experience on a year-for-year basis.
  • Experience in the supervision of employees preferred.
  • B. Knowledge and Skills

  • Knowledge of investigative methods and practices.
  • Knowledge of the agency inmate disciplinary process preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to review technical data and prepare technical reports.
  • Skill to plan work in order to meet established guidelines.
  • Skill to research and interpret questions involving the disciplinary process.
  • Skill to train and supervise the work of others.
  • IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION
  • A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
