Overview

Funding: This position is compensated partially or fully from HEB ISD Bond funding; therefore, the position is approved on an annual basis, and is not guaranteed as a recurring position on the HEB ISD staffing table.

Primary Purpose

Collaborate with the Executive Director of Facilities & Construction on the design, development, and completion of District campuses and other building facilities bond projects. Work closely and communicate with all team members, including but not limited to board members, District employees, construction managers, architects, authorities having jurisdiction (AHJs), and all other vendors to keep them informed.

Qualifications

Education/Certification/

Experience:

  • Bachelor7s degree from an accredited college or university with a major in Construction, Engineering, Architecture, or a related field, preferred
  • Ten (10) years in construction or related fields, preferred
  • Five (5) years of successful leadership in construction or related fields, preferred
  • Project Manager Certification, preferred

Minimum Experience

  • K-12 education facilities construction and/or bond program planning experience, preferred
  • Ten years of experience with progressive management responsibility in Construction, Architectural, or Engineering design and construction/project management, facility planning, and contracts, preferred
  • Five years of experience in a senior supervisory or managerial position managing a large, multi-project facilities design and development program, preferred

Special Knowledge/Skills

  • Knowledge, skills, and abilities in managing, coordinating, and reviewing construction and design documents, principles, and languages used in design and construction
  • Helps maintain capital programming; the capabilities, capacities, and limitations of various construction delivery methods
  • Assist the Executive Director of Facilities and Construction with planning, cost control, and budget; principles and practices of project scheduling and construction timing; change order and constructability review
  • Knowledge of the technical aspects of architectural, civil, mechanical, electrical, structural, and geotechnical engineering design and specifications
  • Knowledge of financing, estimating, and budgeting, including planning and estimating, calculating overhead, design, and construction costs
  • General knowledge of various funding sources, restrictions, and legal requirements for district projects
  • Knowledge of regulations and regulatory agencies and commissions affecting planning, zoning, design, construction, and demolition
  • Knowledge of principles and practices of technical operations of project management principles, budget preparation and administration, and public capital project construction
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to communicate effectively with district personnel, architects, engineers, contractors, and authorities having jurisdiction (AHJs)
  • Ability to understand, review, and provide cost estimates and construction documents for completeness and value
  • Strong organizational, communication, and interpersonal skills
  • Possess effective negotiation skills
  • Familiarity with building codes and zoning ordinances
  • Develops and maintains standard operating procedures to ensure construction projects are executed effectively and efficiently
  • Alternatives to the above, as the District finds appropriate
Primary Responsibilities And Duties
  • Work in conjunction with the Executive Director of Facilities in organizing and administering a comprehensive site and master facility planning program, including new construction and modernization of current facilities.
  • Oversee the planning, programming, designing, and construction of District Facilities and Bond Construction Projects.
  • Provide District leadership with documentation, as needed, of what is required to complete a major capital development bond program for construction and renovation projects.
