Data and Evaluation Specialist

Organization: Immigrant and Refugee Community Organization (IRCO)

Location: 4915 SW Griffith Dr, Suite 216, Beaverton, OR 97005 (On-site/In-office)

Employment type: Full-time (1.0 FTE), Regular (Limited duration through April 30, 2026)

Salary: Starting at $52,488 per year based on experience

Position Summary

The Data and Evaluation Specialist is responsible for strengthening the GMEC’s ability to generate, analyze, and use data for learning, accountability, and continuous improvement. The role leads the organization and analysis of program data, develops evaluation metrics and project‑level evaluation plans, and designs qualitative and quantitative data collection tools. Working closely with program teams, the specialist supports evidence‑based decision‑making, adaptive management, and compliance with donor reporting requirements, while promoting a culture of learning and impact.

Essential

Functions
  • Compile, organize, and maintain data from current and past projects in a structured and accessible manner.
  • Support the establishment of data management systems.
  • Ensure all project‑related data and documentation are accurately stored and regularly updated in the organization’s shared drive (SharePoint).
  • Support data quality assurance, including data cleaning, validation, and consistency checks.
  • Ensure that IRCO policies and procedures are followed in all GMEC data‑management activities.
  • Translate data findings into insights that inform program design, implementation, and improvement.
  • Design and adapt data collection tools such as surveys, focus group discussion guides, interview protocols, and monitoring templates.
  • Ensure tools are community appropriate, ethical, and aligned with project objectives.
  • Support program staff and partners in the effective use of data collection tools.
  • Build partnership with program staff to integrate data and evaluation into project planning and implementation.
  • Provide guidance and technical support on data collection, documentation, and reporting processes.
  • Contribute to building an environment of learning, accountability, and continuous improvement within the organization.
Additional Responsibilities (if funded beyond initial term)
  • Develop and refine evaluation metrics and indicators aligned with organizational goals, donor requirements, and best practices.
  • Prepare evaluation plans for each project, including data sources, timelines, methodologies, and responsibilities.
  • Support baseline, midline, and endline evaluations, as applicable.
Secondary Functions
  • Meet multiple, including conflicting, deadlines.
  • Maintain a high level of confidentiality.
  • Work flexible hours to meet the availability of clients.
  • Participate consistently in regular IRCO internal meetings.
  • Support IRCO events as needed.
Requirements
  • Strong interpersonal, organizational, and communication skills.
  • Experience in data management, evaluation, or related fields is preferred.
  • Proficiency with data analysis tools (e.g., Excel, SPSS, R, or similar).
  • Ability to develop and manage data collection tools and evaluation plans.
