Pollution Control Specialist

The City of Baytown is seeking a Pollution Control Specialist I to support environmental compliance and monitoring efforts across City operations. This position conducts inspections, collects samples, maintains accurate records, and assists with regulatory reporting to help ensure compliance with local, state, and federal environmental standards. The ideal candidate is detail-oriented, safety-conscious, and committed to protecting public health and the environment.

Assists in maintaining the city’s cross-connection control and the pretreatment programs.

• Verifies property, contact, and backflow assembly details, ensuring timely and accurate submission of backflow prevention test reports within the City’s official system of record. Communicates with business owners, contractors, and backflow prevention assembly testers to ensure compliance with Cross-Connection Control Program requirements.
• Reviews plans for new construction, facility remodels, and change-of-use projects to assess potential cross-connection risks and ensure appropriate measures are implemented to mitigate those risks.
• Conducts field inspections of commercial facilities to verify that approved plans have been properly implemented. Performs monitoring activities and collects samples as needed.
• Compiles and maintains records of plan reviews, inspections conducted, and associated reports.
• Performs all other related duties as assigned.

• High school diploma or equivalent (GED).
• Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
• Computer literate in Word and Excel.
• Must obtain CSI certification within one year of hire date.
• Must obtain BPAT Certification within two years of hire date.

• Bilingual in English/Spanish.

Ability to interpret and enforce code of ordinances and regulations that protect the public health and welfare. General knowledge of a public water system and the operations of a wastewater collection system. Computer literate and typing skills. Ability to communicate clearly verbally as well as written. Ability to get along appropriately with co-workers and to correspond with the public in a professional manner.

Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
