The Marina & Environmental Response Specialist will assist in the implementation of the environmental response program, functions, and program activities (brownfield surveys; spill response; spill prevention; land use planning; oversee the Arthur Duhamel & Beaver Island Tribal marina use, regulations, and stewardship; environmental health and education; compliance assistance to the two Tribal gas stations, housing environmental assessments, etc.). This position is responsible to assist in carrying out all aspects of the Section 128(a) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) grant for the Tribe, including Brownfields, Underground Storage Tanks (USTs), Leaking Underground Storage Tanks (LUSTs), Solid Waste, and Superfunds.

MINIMUM

QUALIFICATIONS
  • Bachelor's degree in related field such as Geology, Environmental Science, Chemistry or other required.
  • Must have some environmental/contamination/spill cleanup experience.
  • Must demonstrate the skills and ability to perform the duties of this job description.
  • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Administer the Environmental Response Program and assist in related programs/grants as assigned, following all funding agencies and the Grand Traverse Band policies and procedures.
  • Prepare and execute work plans, budgets and grants.
  • Conduct inventory of potentially contaminated sites within the 1855 treaty delineated area.
  • Assist in the Arthur Duhamel and Beaver Island Marina oversight, spill prevention, spill response, regulations, and stewardship.
  • Review the current GTB policies and assist in the development of ordinances, regulation, policies, and procedures related to environmental response.
  • Assist in providing public access to environmental response documents.
  • Review, update, and maintain the Arthur Duhamel and Tribal Gas Station Spill Plans.
  • Assist in the implementation of a Beaver Island Spill Response Plan.
  • Assist in providing community education/outreach regarding environmental response activities through the GTB Community meeting, GTB newsletter, or other relevant venues.
  • Complete the review and comment process of documents and actions associated with environmental contamination that affects Tribal public health and/or natural resources.
  • Participate in workshops/trainings relevant to environmental response and contamination.
  • Serve as a representative for GTB in environmental response and contamination matters.
  • Maintain all data/databases associated with environmental response and contamination data.
  • Maintain communication and coordinate with relevant staff from GTB, other Tribes, federal, state, and local agencies.
  • Investigate the current issues regarding environmental response, spills, and contamination.
  • Work to gain knowledge of GTB policies and views regarding environmental protection.
  • Work to gain knowledge of EPA policies, criterial, etc., regarding environmental protection.
  • Conduct Environmental Assessments for GTB properties.
  • Implement and update the Tribal Environmental Response Plan for GTB.
  • Attend the quarterly Michigan Tribal Environmental Group meetings or other program related meetings.
  • Assist in the performance of soil contaminant surveys, environmental assessments, and baseline wetland delineation.
  • Assist in the household battery recycling, medical waste recycling, household hazardous waste (HHW) notifications, and other solid waste activities.
  • Provide input and maintain communication with EPA regarding local superfund sites.
  • Participate and communicate in public forums in the six-county service area.
  • Participate in local emergency planning and preparedness meetings and exercises.
  • Travel to meetings, conferences, and training sessions to update or acquire new skills and provide Tribal input.
  • Other duties as assigned by the supervisor or Tribal managements.

  • General mechanical ability is required.
  • Must be willing to learn, plan and implement Tribal and other pertinent, such as USDA-Program, conservation practices and be able to follow procedures with appropriate training and guidance.
  • Ability to learn applicable law, regulations, rules, procedures and administration.
  • Ability to develop general technical writing skills.
  • Must have general mechanical ability.
EDUCATION and/or EXPERIENCE
  • Bachelor's degree in related field such as Geology, Environmental Science, Chemistry or other required.
