Position: STATEWIDE PROGRAM MANAGER 1

At the Office of Management and Finance, our mission is to provide effective management and support services in an efficient and professional manner to all agencies within Public Safety Services and to public and private entities. The Undersecretary’s Office assists Public Safety Services as well as the Office of Juvenile Justice and the Governor’s Office of Homeland Security & Emergency Preparedness in meeting policy, budget, management, and regulatory objectives.

The Undersecretary’s Office ensures that all agencies within Public Safety Services are provided with adequate support to implement their statutory commitments and the priorities of the current administration via the five divisions which report to the Undersecretary’s Office (Budget Services, Financial Services, Human Resources, Internal Audit, and Support Services).

  • Seven years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
  • Six years of full-time experience in any field plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
  • A bachelor's degree plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
  • An advanced degree, or a Juris Doctorate, plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

As the Statewide Program Manager 1 in the Undersecretary’s Office, the incumbent will serve as the Procurement Director and Chief Purchasing Agent for DPS, acting as a principal advisor and operational liaison for all administrative and procurement activities throughout the Department statewide.

Job duties for this role include but are not limited to:

  • Direct the administration of the centralized procurement program for the Department of Public Safety statewide.
  • Develop and implement procedures to adequately monitor the centralized procurement program and operations on a continual basis. This is necessary not only to ensure the Department operates within its funded appropriations but also for planning and budget development purposes.
  • Direct the training of statewide department employees in the SRM module and other automated systems as they relate to procurement.
  • Organize, schedule, and coordinate all statewide procurement-related tasks to support the Department’s assigned Emergency Support Functions during a declared emergency.

Position-Specific Details:

Appointment Type: This is a PROMOTIONAL opportunity for permanent employees of DPS/Office of Management and Finance.

Career Progression: This position does not participate in a Career Progression Group.

Work Schedule: Work hours are 8:00 AM to 4:30 PM, Monday - Friday.
