About This Job
The Division of Administration/Office of Technology Services has a vacancy in the Operations section (Req. 218220). The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The office works to increase the return on the State's investment in technology by promoting smart decision‑making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
The main functions include supporting OTS Connect operations, assisting with cost allocation and billing processes for OTS Technology, PSS, and OTM, reviewing and validating expenditures, responding to portal help requests and billing inquiries, and supporting monthly billing reconciliation and reporting. Other duties are coding reviews for accuracy, portal security setup assistance, and correction tracking and resolution. Monitoring assigned billing activities, identifying discrepancies, and reporting results to the Cost Allocation Manager are also responsibilities.

- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
- Five years of experience in information technology or administrative services
- Six years of full‑time work experience in any field plus three years of experience in information technology or administrative services
- An associate’s degree in information technology or accounting plus three years of experience in information technology or administrative services
- A bachelor’s degree plus three years of experience in information technology or administrative services
- A bachelor’s degree with 24 semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services
- A master’s degree plus two years of experience in information technology or administrative services
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours, substituting for a maximum of four years of experience in any field.

Job DutiesAssist with preparing highly complex rates, cost allocation, and forecasting analyses by developing, maintaining, and analyzing multiple cost allocation models which allocate statewide agency costs to appropriate OTS Lines of Service in support of rate development and full cost recovery for statewide information technology services. Assist with preparing highly complex fiscal analyses relative to statewide information technology expenditures to support operational functions for the Office of Technology Services.
Provide analytical support for highly complex rates, cost allocation, and forecasting activities by maintaining and analyzing cost allocation models used to allocate statewide agency costs to OTS Lines of Service for rate development and cost recovery for statewide information technology services.
