Support Services Program Manager​/Specialist

• Lead integration activities between agencies and third parties within the OTS Enterprise Architecture (EA) environment.
• Provide quality assurance reviews as requested by management.
• Assist management with budgeting and the development and refinement of cost allocation for all Enterprise Architecture lines of service.
• Support OTS customer agencies in the development of federal and state financial reporting.
• Provide subject matter expertise on applicable agency systems and technologies.
• Assist OTS in the evaluation of new and emerging technologies.
• Lead or assist OTS in the review of technical documentation.
• Perform other duties as assigned by the executive team.

• Minimum of five (5) years of experience with the OTS Enterprise Architecture environment.
• Minimum of twenty (20) years of experience with technologies used within the State of Louisiana systems.
• Minimum of fifteen (15) years of project management experience.
• Prior experience with large-scale state Enterprise Architecture systems serving multiple governmental agencies.
• Experience with rate setting, cost allocation, and invoicing.
• Experience determining and establishing lines of service costs.
• Experience with Health and Human Services applications, including but not limited to:
  • Medicaid
  • SNAP/TANF
  • Child Welfare
  • Child Support
  • Child Care Licensing
• Experience drafting the following documents:
  • Advanced Planning Documents (APD)
  • Advanced Planning Document Updates
  • Implementation Advanced Planning Documents (IAPD)
  • Cost Allocation Plans

• Experience administering and managing large-volume projects.
• Experience managing task orders.
• At least six (6) years of experience performing similar duties in large-scale Enterprise Architecture environments.
• Experience drafting Requests for Proposals (RFPs).
• Experience with Java and .NET development.
