About This Job:
This position is located in DOTD’s Headquarters (HQ) Human Resources Office and serves as the Department’s recruitment and selection specialist. In this role, you will help shape how DOTD attracts, evaluates, and selects talent across the state—supporting hiring managers and leadership in building a strong, compliant, and diverse workforce. The position focuses on department-wide recruitment efforts, structured selection processes, and student employment programs.

You will partner closely with appointing authorities to support hiring needs, provide guidance on selection materials and interview practices, and ensure all recruitment and selection activities align with State Civil Service rules and DOTD policies. This role is ideal for someone who enjoys advising others, improving hiring processes, analyzing workforce data, and ensuring fairness and consistency in employment decisions—while exercising independent judgment and contributing to continuous improvement across HR programs.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

COMPETENCIES:

    The ability to convey information, ideas, and emotions using structured communication methods that promote understanding and engagement.

    The ability to follow, reinforce, adapt, or develop policies and procedures to maintain compliance with federal and state legal requirements, State Civil Service rules, and organizational policies.

    The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning.

Minimum Qualifications

Four years of human resources experience; OR
Six years of full-time experience in any field plus one year of human resources experience; OR
A bachelor’s degree plus one year of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate.

Experience Substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.
