The Division of Administration/Office of Louisiana Highway Construction has a vacancy. This job title has an assigned pay grade of AS-618.
The Executive Management Officer is an advanced analytical executive‑support position within the Office of Louisiana Highway Construction (OLHC), the Division of Administration (DOA) agency that administers programs and objects on all Non Federal Aid Roadways across the State of Louisiana. OLHC is solely responsible for managing all functions of operations/maintenance, capital projects and bridge inspection for all Non Federal Aid Roadways in the state.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
- Overseeing the state’s capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
- Six years of experience in administrative services; OR
- Six years of full‑time experience in any field plus three years of experience in administrative services; OR
- A bachelor’s degree plus three years of experience in administrative services; OR
- An advanced degree or a Juris Doctorate plus two years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours, which substitutes for a maximum of four years of experience in any field.

Job DutiesThis is a challenging and complex position requiring knowledge of a wide array of State laws, DOA Programs and Software, including Lagov, and internal and external procedures; problem‑solving and communication abilities; and prioritization and time‑management skills. The Executive Management Officer supports executive leadership’s goal‑setting and decision‑making with analytical reviews and report compilation of road, bridge and engineering data; works closely with the Executive Director on policy and programming for OLHC.
This position reports to and receives broad oversight from the Executive Director of OLHC.
- Reviews and processes all incoming public records requests for OLHC.
- Determines the nature and scope of information requested and coordinates with appropriate internal divisions to compile and prepare timely, accurate responses.
- Conducts research, analyzes project and financial data, and prepares detailed reports to support information requests.
- Acts as internal communications liaison for the Executive Director.
- Represents OLHC leadership at meetings with Federal, State, and local officials, contractors, consultants, and stakeholders on matters related to highway construction and infrastructure development.
- Serves as the primary legislative contact for OLHC.
- Prepares fiscal notes, policy briefs, and position papers for the Department of Transportation and Development and legislative staff.
- Analyzes the fiscal, operational, and policy impact of proposed legislation affecting highway construction, infrastructure funding, contracting, and workforce development.
- Provides comprehensive reports on the short‑and long‑term effects of existing, pending, or enacted legislation on construction programs, project delivery, and resource management.
- Acts as the main point of contact with the Louisiana Legislative Auditor for all audits related to highway construction performance, compliance, and program management.
