The Deputy Assistant Secretary 3 provides overall direction and strategic leadership for the Veterans Homes Program statewide within the Louisiana Department of Veterans Affairs (LDVA). This position oversees, directs, and coordinates all operations of the Louisiana State Veterans Homes system, which includes five long-term care skilled nursing facilities located in Bossier City, Jackson, Jennings, Monroe, and Reserve.
The incumbent is responsible for strategic oversight of the Veterans Homes Program, including the development, implementation, and enforcement of policies, regulations, and quality standards to ensure resident safety, dignity, and well-being. This role also includes comprehensive budgetary oversight of all five veterans homes, encompassing appropriations management, expenditure control, and long-term financial planning.
Additionally, the Deputy Assistant Secretary 3 provides direct supervision to five Long-Term Care Hospital Administrators, as well as the LDVA Compliance Team, which includes the RN Compliance Officer and RN Program Coordinator.
The position reports directly to the LDVA Deputy Secretary.
Position DetailsAppointment Type: This position may be filled by probation appointment or the promotion of a current permanent state employee.
Qualifications- Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
- Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
- A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
- An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
- EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
No Civil Service test score is required in order to be considered for this vacancy.
