About This Job
The Division of Administration/Office of Risk Management has a vacancy. This job title has an assigned pay grade of AS-620. This position is within the Office of Risk Management (ORM), an ancillary agency of the Division of Administration (DOA) established by R.S.39:1527 et al. The responsibility of ORM, identified in RS 39:1535, is to manage all state insurance covering property and liability exposures through commercial underwriters or by self-insuring, including the management of all claims—both tort claims and those covered by the Self-Insurance Fund.
ORM also serves as the State of Louisiana public facilities sub-recipient representative for FEMA Public Assistance grants under subpart G of Title 44, when designated by the Commissioner of Administration.
Division of Administration is the state government’s management arm and the hub of its financial operations. Division Offices perform a wide variety of activities, including:
- Overseeing the state’s capital construction program.
- Working to provide state and federal grants for community development.
- Development of the state budget.
- Providing technology services.
- Giving agencies guidance in the purchasing and contracting process.
- Administering a program that provides federal funds to help residents recover from hurricanes.
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a CPA license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
Experience SubstitutionEvery 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours, which can substitute for up to four years of experience in any field.
Job DutiesThe Accountant Manager in the Accounting Section serves as the primary assistant to the Accountant Administrator in managing customary governmental and financial accounting functions and unique risk-management fiscal processes and procedures. The role provides direct supervision over an organizational unit of three accounting professionals, manages wide-ranging accounting and financial operations linked to complex program activities for insurance claims, underwriting, and FEMA PA grants, and oversees financial controls for revenue and expenditure transactions totaling $305.7 million for FY 25-26.
Duties and responsibilities include, but are not limited to:
- Personnel supervision and administration.
- Managing unit duties and responsibilities, with expertise in fund receipts, premium accounts receivable, accounts payable, purchase orders, contracts, employee travel, and procurement card management.
- Overseeing preparation of information reports, periodic management reports, and ad-hoc reports for internal and external users.
- Ensuring accurate daily wire funding to the Third-Party Administrator (TPA) for insurance claims and expense payments; reviewing and approving daily transactions in state systems and overseeing month-end reconciliations.
- Supporting accountants in a secondary accounting system for statutory line-of-insurance reporting and a subsidiary ledger for insurance premium billing.
