About Us:
The mission of the Department of Treasury is to manage state funds by promoting prudent cash management and investment strategies as well as monitoring, regulating and coordinating state and local debt obligations as mandated by the Constitution and the laws of the State of Louisiana. Join our team in the Office of the State Bond Commission (Debt Management Program), where your expertise will directly contribute to state and local government’s fiscal responsibility.
The Debt Management Program’s mission is to provide staff to assist the State Bond Commission to carry out its constitutional and statutory mandates. The SBC is responsible for overseeing the management, analysis and control of state debt including but not limited to the issuance of state bonds. SBC approval is also required before any public entity can incur debt or hold elections related to levying taxes, issuing bonds and certain matters as specified by law.

Qualifications (minimum):
Three years of experience in accounting, auditing, financial operations, payroll, banking, or administrative services in a financial setting; OR
Six years of full-time experience in any field plus twenty-four semester hours in finance, economics, or accounting; OR
A bachelor’s degree with twenty-four semester hours in finance, economics, or accounting; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties:
- Analyze complex state and local government debt applications prior to State Bond Commission meetings
- Evaluate financial, accounting, and technical documents to determine feasibility, compliance, and debt service adequacy
- Ensure compliance with Louisiana constitutional, statutory, and applicable federal debt regulations
- Prepare written analyses and recommendations for presentation to State Bond Commission members
- Communicate with bond counsel, financial advisors, auditors, engineers, and government officials to obtain and clarify information
- Review professional fees and prepare cost-of-issuance comparisons
- Participate in agenda review meetings and provide clear oral and written explanations of recommendations
- Review post-closing documentation and enter issuance and fee data into the debt tracking system
- Track applications, verify fee payments, assist with rule making or special projects, and provide lead support as assigned
What We’re Looking For:
- Experience: Demonstrate expertise in accounting, auditing, budgeting, financial operations, banking, etc. Experience with LaGov or similar financial systems is highly desirable.
- Knowledge: Familiarity with public finance mechanisms, governmental accounting, and state legislative process. Understanding of state constitutional and statutory requirements is an advantage.
- Skills: Strong analytical, problem-solving, attention to detail, multi-tasking and communication skills are essential.
