Help shape the future of safe and reliable drinking water across the state. This Engineer 7 position serves as the statewide Program Engineer for the Drinking Water Revolving Loan Fund (DWRLF) and the Infrastructure Branch of the Bureau of Engineering Services, providing technical leadership on critical water infrastructure projects. In this role, you will apply advanced engineering expertise in groundwater and surface water production and treatment systems, including system design, operation, management, and regulatory compliance.

The position also plays an important role in ensuring projects meet State Bid requirements and procurement laws while supporting statewide infrastructure improvements. Reporting to the Deputy Chief Engineer of Infrastructure and Finance, this role offers the opportunity to make a meaningful impact through complex problem-solving, collaboration, and field engagement across Louisiana. Frequent statewide travel provides firsthand involvement in projects that protect public health and strengthen essential water systems.

This position serves as the statewide Program Engineer for all technical and engineering aspects of the Drinking Water Revolving Loan Fund (DWRLF) and the Infrastructure Branch of the Bureau of Engineering Services. This position involves highly technical and complex decision-making and comprehension. The ideal candidate should possess extensive knowledge of groundwater and surface water production and treatment systems, including system design, operation, management, and regulations.

Possession of a current Louisiana license to practice professional engineering plus one of the following:

  • Three years of licensed engineering experience; or
  • Seven years of professional engineering experience.
  • EXPERIENCE SUBSTITUTIONS:
    • A master's degree in engineering will substitute for one year of professional engineering experience.
    • A doctorate degree in engineering will substitute for two years of professional engineering experience.
    • Advanced degrees will substitute for a maximum of two years of professional engineering experience.
  • There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

  • Oversees all engineering and technical program elements of the DWRLF and infrastructure programs.
  • Establishes policies, regulations, rules, standards and procedures regarding the operation of the DWRLF according to state and federal requirements.
  • Supervises and directs 5 engineering positions and reviews and evaluates System Improvement Plans, Environmental Determinations and other documents in order to close loans.
  • Coordinates and supervises the EPA Drinking Water Infrastructure Needs Survey
