DCL/03.12.26-SC. This position serves as the statewide technical expert for the Louisiana Strategic Highway Safety Plan (SHSP), Highway Safety Improvement Program (HSIP), and HSIP sub-programs such as Local Road Safety Program (LRSP) and Safe Routes to Public Places (SRTPPP). Responsibilities include identification of high potential safety improvement sites, crash‑type analysis, and development of safety projects at the statewide and regional level.
Activities include Stage 0 studies, local road safety plans, systemic studies, traffic safety records, tort reduction, and implementation of projects based on SHSP action plans.
In this role, the applicant will act as the technical lead in implementing statewide safety strategies, while collaborating with district offices, coalition teams, MPOs, and elected officials to scope, budget, and schedule safety projects.
Responsibilities- Prepares and reviews Highway Safety Feasibility Studies/Stage 0s and highway safety studies for inclusion in HSIP.
- Develops and provides recommendations relative to HSIP project funding and budget allocations.
- Assists with pre- and post‑evaluations for highway safety program.
- Assists with project‑focused safety performance measures.
- Manages engineering consultants and universities for safety studies and low‑cost safety improvement projects.
- Supports DOTD HQ staff, District offices, SHSP coalitions/teams, MPOs, elected officials, and consultants with developing project scope, budget, and schedule.
- Willingness to learn data‑driven safety approach for identifying and prioritizing safety improvements and to educate others on these concepts.
- Strong verbal and written communication skills.
- Possession of a current Louisiana license to practice professional engineering and at least one of the following:
- Two years of licensed engineering experience in traffic engineering, highway safety, or transportation planning.
- Six years of professional engineering experience in traffic engineering, highway safety, or transportation.
- A master's degree in engineering substitutes for one year of professional engineering experience.
- A doctorate degree in engineering substitutes for two years of professional engineering experience.
- Advanced degrees substitute for a maximum of two years of professional engineering experience.
- No substitution for licensed engineering experience.
