About This Position
This Engineer 6-DCL position functions as the Highway/Rail Construction Engineer responsible for all aspects of the day-to-day project management of projects in the Railroad Grade Separation Program as well as reviewing and delivering railroad construction and highway/rail safety projects that involve roadway construction. The incumbent is responsible for ensuring on-time, on budget delivery of assigned projects within the approved scope. Provides frequent coordination/consultation with Railroad Companies’ Personnel, Entities, Federal, State, and Local Officials, and DOTD personnel on projects.
This position also manages consultant service contracts and oversees/consults on large construction contracts.

QualificationsThis position is in a Dual Career Ladder (DCL) and requires applicants to meet supplemental qualifications in addition to the minimum qualifications. The Supplemental Qualifications are as follows:
- Two years of licensed engineering experience in the design and/or construction of railroads, traffic engineering, geometric engineering, or the review and/or oversight of railroad construction, railroad crossing, or railroad safety projects; OR
- Four years of professional engineering experience in the design and/or construction of railroads, traffic engineering, geometric engineering, or the review and/or oversight of railroad construction, railroad crossing, or railroad safety projects.
Possession of a current Louisiana license to practice professional engineering plus one of the following:
- Two years of licensed engineering experience; or
- Six years of professional engineering experience.
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties- Responsible for coordination of highway/railroad agreements, permits, right-of-entry, etc. due to construction of highway, bridges, airports, and various other projects.
- Manages consultant contracts, including developing scope of services and man-hours, reviewing, approving, and processing invoices, and evaluates performance.
- Advises municipalities in the process of coordinating and delivering railroad agreements/permits.
- Performs plan development duties consisting of the review, handling and coordination of construction plans, and determines project schedules based on approved priorities. Determines if project scopes meet requirements of program and directs project managers accordingly.
- Coordinates the work of DOTD staff from multiple disciplines assigned to the projects including Road Design, Bridge Design, Geotechnical Design, Environmental, Real Estate, Railway Companies, Districts and Utilities.
