Overview

Office of Enforcement – Executive Division

The Executive Division coordinates and administers the various activities of the Office of Enforcement in Baton Rouge, LA. Among the primary responsibilities of the Executive Directors Office staff is the oversight of statutory responsibilities and regulations, professional service contracts, budget, personnel, information, safety, and emergency matters.

Location and Position Information

The incumbent is responsible for managing the operations of the statewide inspection and enforcement program consisting of oil and gas wells, associated infrastructure, and oilfield pits. The incumbent prepares, supervises, and develops the work of four (4) Petroleum Scientists and one (1) Engineering Tech. The incumbent receives broad directions from the Petroleum Scientist Administrator.

A bachelor’s degree in a geoscience field or engineering plus four years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR
A master’s degree in a geoscience field or engineering plus three years of the required specialized experience; OR
A doctorate in a geoscience field or engineering plus two years of the required specialized experience.

Job Duties

The incumbent assists in developing and administering regulations, through inspections, and assures that operation, maintenance, and abandonment of oil and gas wells, associated infrastructure, and oilfield pits throughout the state of Louisiana are conducted in accordance with the appropriate laws and regulations and in a safe manner so as to minimize threats to the environment and the health, safety, and welfare of the citizens of Louisiana.

The incumbent performs the following specific duties and responsibilities, including, but not limited to:

  • Develops, maintains, and administers a statewide inspection and enforcement program which is capable of carrying out the functions of the Orders Section within the Office of Enforcement.
  • Supervises and directs a program of periodic risk-based inspections of oil and gas wells, associated facilities, and oilfield pits. Ensures all inspections and operations are performed in accordance with applicable Standard Operating Procedures and state regulations.
  • Establishes policies, procedures, and rules within the inspection and enforcement program and takes appropriate enforcement actions as well as recommends the issuance of civil penalties to the Petroleum Scientist Administrator.
  • Prepares guidelines for use by statewide Conservation Enforcement Specialists (field agents) in investigating serious spills of Exploration and Production Waste and in conducting routine field inspections. Assigns definite duties, responsibilities, and authorities to immediate subordinates and ensures that all laws, rules, and official policies and procedures are understood and followed by all employees within the Enforcement Section.
  • Coordinates and supervises the review of reported technical data to ensure that oilfield pits are constructed, maintained, operated and closed in conformance with applicable rules, regulations and laws to protect the environment and the health, safety, and welfare of the citizens of Louisiana.
  • Assists in preparing and monitoring the annual budget for the Enforcement Section. Recommends items to be included in the budget for the following year. Responsible for Strategic and Operational Plan and Quarterly Performance Indicators for the Enforcement Section.
  • Maintains a high level of knowledge of state laws and associated rules regarding the regulation of the oil and gas industry and uses this knowledge to consult with and disseminate information to representatives of state and federal agencies, the oil and gas industry, and the general public on technical engineering, geological, and/or environmental matters.
