Engineer 6 - Pavement Management Engineer

At DOTD, our mission is to innovatively develop and sustain safe and reliable infrastructure across Louisiana’s highway system. Maintaining pavement quality is essential to that mission — and this position plays a critical role in making it happen.

About This Job

This Engineer 6 serves as Louisiana’s statewide expert in pavement management, leading the analysis, planning, and optimization of pavement conditions across more than 16,000 centerline miles of the State Highway System. In this role, you will guide data-driven decision-making that shapes long-term pavement investment strategies, supports executive leadership, and helps districts prioritize projects within available funding.

This position is ideal for an experienced professional engineer who enjoys advanced analysis, system-level thinking, and applying engineering expertise to influence statewide transportation outcomes.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

  • Two years of licensed engineering experience; or
  • Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:

  • A master’s degree in engineering will substitute for one year of professional engineering experience.
  • A doctorate degree in engineering will substitute for two years of professional engineering experience.
  • Advanced degrees will substitute for a maximum of two years of professional engineering experience.
  • There is no substitution for licensed engineering experience.

NOTES:

  • Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
  • Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., engineer intern, engineer intern applicant) will be accepted as professional level engineering experience.
  • Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If selected, the applicant must obtain a Louisiana license prior to appointment. The hiring agency will verify licensing requirements.
  • Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at

Job Duties (Responsibilities)
  • Serves as DOTD’s statewide authority on pavement management, overseeing the development, maintenance, and continuous improvement of a comprehensive pavement management system.
  • Analyzes current and future pavement conditions using deterioration models and multi-year prioritization techniques to recommend optimized treatment strategies within budget constraints.
  • Prepares technical reports and recommendations used by executive leadership, district administrators, and section heads to establish long-term pavement performance goals.
  • Designs, updates, and maintains computerized pavement deterioration, life-cycle cost, and benefit/cost models within pavement management software (e.g., dTIMS).
  • Coordinates pavement performance targets and measures in support of the Transportation Asset Management Plan (TAMP), working closely with asset management partners.
  • Provides technical oversight and expertise for consultant contracts related to pavement distress data collection and advanced data acquisition technologies.
  • Manages and validates statewide pavement distress data, including quality assurance reviews and comparisons across data collection cycles.
  • Develops technical presentations, reports, and visualizations (including GIS-based outputs) and remains current on industry best practices through specialized training and professional engagement.
