The Construction Field Supervisor reports to the Utility Construction Manager and is engaged throughout the construction phase of substation and transmission line projects, from initiation to final commissioning and closeout. The role involves a broad range of activities that vary by project scope.
Job Duties and Responsibilities- Participate as a member of project teams to assist in developing project scope, cost estimate, and schedule.
- Participate in site field and scope visits.
- Assist in developing schedules, including critical paths.
- Assist in producing detailed construction plans and identifying outage requirements to implement new facilities.
- Assist in developing construction contract bid packages, review responses, and participate in vendor selection; attend pre-bid meetings with contractors.
- Participate in design constructability reviews.
- Develop a detailed construction plan, listing outages, exact work dates, and resource requirements.
- Ensure contractors comply with Utility Company mandated safety training.
- Coordinate with survey and soil boring crews as needed.
- Secure necessary permits from ROW and environmental groups before construction begins.
- Participate in Contractors Pre‑Construction/Safety Kickoff meetings to outline expectations.
- Ensure contractor inventories all material delivered to site.
- Work with contract design engineers when deficiencies are noted.
- Safety – Attend tailboard conferences, develop and review JSA, conduct hazard analysis, monitor contract crew members for Substation Awareness training, assess contractor skills, mental and physical state, public exposure, and incident reporting.
- Monitor and report theft or illegal activity.
- Ensure contractor activities do not compromise system reliability.
- Ensure the quality of contractor work in the field meets expectations.
- Ensure project work is maintainable by the Utility Grid Operations at project completion.
- Prevent contractor work from hampering Grid Operations' maintainability of existing equipment.
- Protect the Utility position regarding environmental issues.
- Coordinate with Environmental Contractors on oil sampling and removal from decommissioned devices.
- Coordinate with Utility Environmental Group and specified contractors on environmental spills and cleanup.
- Coordinate with Utility Environmental Group and specified contractors on all storm‑water management activities.
- Ensure SWPPP is installed and maintained as designed.
- Ensure SPCC controls are in effect and properly maintained.
- Identify and address all project safety hazards and environmental concerns; monitor and report on construction schedule and cost.
- Perform quality assurance checks during construction.
- Ensure SWMS and Asset Data forms, along with corresponding photos, are completed for all equipment installed or removed.
- Monitor schedule and progress versus requested in‑service date.
- Ensure contractor returns excess material to stores and is credited to the job following the Material Return Process.
- Work with investment recovery to salvage conductors following the Investment Recovery Process.
- Be with the construction crew first thing in the morning to kick off the workday.
- Ensure safety of self, public, and all team members.
- Proactively identify and address safety issues and provide input to mitigate hazards.
- Assist in creating crew JSAs and tailboards.
- Discuss daily work activity.
- Discuss material issues.
- Be an environmental steward.
- Ensure permit requirements are adhered to while performing work.
- Work with engineers to provide input to scopes, estimates, schedules, constructability meetings, coordinate material deliveries and landowner access, perform QA/QC activities on all project phases, log construction progress and keep field notes, and ensure as‑built documentation complies with Utility Company Standards.
