Project Manager – Heavy Civil Construction role at Mc Millen

McMillen, Inc. is looking for a Project Manager to join our growing construction division! This position requires travel throughout Southern Central states and reports to the Operations Manager. It will manage heavy civil jobs ranging from $5M to $75M, including hard bid, CM, and Design‑Build projects.

Responsibilities
  • Manage mid to large‑scale projects with moderate to high risk levels.
  • Provide minimal oversight from Construction Operations Manager and Director of Construction; VP as necessary during all project phases.
  • Oversee multiple construction projects at various stages of completion.
  • Coordinate with Operations Manager to align project performance with goals.
  • Implement Corporate Safety Policy on all assigned projects.
  • Mentor and guide Assistant Project Managers, Project Assistants, and Project Engineers.
  • Generate Work Plans and schedule projects in logical steps, budgeting time to meet deadlines.
  • Determine labor needs and dispatch workers through the manpower coordinator.
  • Inspect projects to ensure compliance with building, safety codes and other regulations.
  • Interpret plans and contract terms for staff, workers, and clients, representing the owner or developer.
  • Prepare contracts, negotiate revisions, changes, and additions with architects, consultants, clients, suppliers, and subcontractors.
  • Obtain necessary permits and licenses or coordinate with environmental and regulatory staff to ensure compliance before mobilization.
  • Fill in for Project Superintendents as needed and supervise workers.
  • Study job specifications to determine general requirements and appropriate construction methods.
  • Requisition supplies and materials to complete construction projects.
  • Prepare and submit budget estimates, progress and cost tracking reports.
  • Develop and implement quality control programs.
  • Respond to delays, weather issues, or emergencies at construction sites.
  • Confer with supervisory personnel, owners, contractors, and design professionals to resolve issues such as work procedures, complaints, and construction problems.
  • Investigate damage, accidents, or delays to ensure proper procedures are followed.
  • Evaluate construction methods and cost‑effectiveness using computer analysis.
  • Lead medium to large‑scale Design‑Build projects.
  • Review owner contracts and project estimates at different design phases (30%, 60%, etc.).
  • Conduct constructability reviews and coordinate with design engineers.
  • Create/reference outbound correspondence to clients, subcontractors, and other entities.
  • Ensure all documents submitted to clients are in McMillen format.
  • Assist in preparation of Owner Payment Applications.
  • Provide Project Closeout Documents to facilitate substantial completion.
  • Track projects throughout the warranty period and provide final closeout documentation upon completion.
Qualifications
  • Bachelor’s degree in Engineering, CM or related field, or minimum of 5 years comparable experience.
  • 5–8 years of experience with heavy civil design‑build projects managing all aspects from design, approvals, procurement, construction, and implementation.
Compensation Package
  • Pay Range: $107,634 – $134,543 (DOE)
  • Benefits: full program including medical, dental, vision, life, disability, FSA, EAP, 401(k) match, 9 paid holidays, generous PTO, stock ownership opportunity, wellness reimbursement, and vehicle allowance for projects >70 miles. Eligible for subsistence and home leave benefits.
