The Research and Administrative Facilities (RAF) department manages the operations and maintenance of research and administrative buildings. The Utilities Operations Supervisor provides experienced administrative and technical supervisory support for the maintenance and operation of buildings, structures, components, systems and utilities within the Department of Comparative Medicine in Bastrop. The supervisor has working knowledge of central plant systems and utilities, including state‑regulated boilers, low‑pressure steam systems, pumps, valves, sensors, Building Automation System (BAS) controls, chillers, chilled‑water loops, reverse osmosis (RO) water, soft water, heating, ventilation, and air conditioning (HVAC) and other equipment associated with central plants.

Supervisory responsibilities include overseeing the shops and technicians that maintain and operate these systems.

Essential Job Functions
  • Supervise preventive, predictive and corrective maintenance activities to increase reliability and maintain regulatory compliance of physical plant systems.
  • Coordinate the efforts of journeyman and non‑journeyman employees to ensure continued operations for scheduled and non‑scheduled work.
  • Manage human‑resource functions: planning, recruitment, employee relations and development.
  • Act as front‑line contact with clients to ensure efficient delivery of services.
  • Oversee contracted work to ensure quality workmanship and adherence to institutional policy.
Qualifications and Experience

Education
:
Associate’s degree in Air Conditioning/Refrigeration, Instrumentation, Electrical, Mechanical or Plumbing. A Bachelor’s degree in Engineering, Construction Management, Business or related field is preferred.

Experience
:
Six years’ experience in a physical plant environment working with emergency power supply, steam production, chilled water production and/or potable water production systems, including three years of lead or supervisory experience. Additional years of related experience may substitute for the required degree on a one‑to‑one basis.

  • Experience in mechanical field: commercial installation, repair and maintenance of HVAC, refrigeration, control systems, electronic, building automation and pneumatic controls, plumbing.
  • First or Second Grade Licensed Stationary Engineer, Class D Water Operator license, UC‑EPA, ACRC, JRNY‑E, JRNY‑P, MGPI, BPAT, Texas Driver’s License (Class A, B, or

    C) are preferred certifications.

Typical work schedule
:
Monday – Friday, 7 a.m. – 3:30 p.m., onsite.

Salary range (hourly):
Minimum $42.31 – Midpoint $52.88 – Maximum $63.46

Job Duties Facilities & Equipment Maintenance
  • Schedule and coordinate daily shop/craft response to work orders to meet local business unit goals.
  • Create, document and ensure timely execution of client‑requested work orders and service requests.
  • Generate requisitions for parts, supplies and services needed to repair and maintain the facility.
  • Ensure all work orders are captured within Maximo CMMS per institutional standards.
  • Participate in work‑order planning and scheduling process improvement initiatives.
  • Coordinate regulatory inspections and work performed by outside contractors.
  • Document emergency equipment testing and preventive maintenance programs.
  • Prepare and submit reports.
  • Inspect facility conditions and contractor work to maintain quality standards.
